DEFINITION

 

Perform a variety of duties involved in the reading of water meters and recording of consumption; perform pipeline and meter repair and installation; compute and record water consumption; respond to customers and resolve concerns and complaints; perform a variety of technical and administrative tasks relative to assigned areas of responsibility.

SUPERVISION RECEIVED AND EXERCISED

 

Receives direction from the Customer Service Supervisor.

 

 

PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

 

1.  Follow assigned routes to read water meters and record readings with hand held computer; ensure consistency of meter readings; ensure that meters are registering properly; report meter conditions, defects and suspicious observations to supervisor.

 

2.  Perform the full range of customer service duties; re-read meters to resolve complaints; collect readings for final billings; place door tags; disconnect and connect meters for new service.

 

3.  Service delinquent accounts including posting delinquent notices, collecting payments, and performing turn offs and turn ons; shut and lock off meters for non-payment delinquencies as needed.

 

4.  Perform minor maintenance on water meters; replace lids or boxes and remove mud and water; repair meter leaks; install locks; perform pressure tests and meter sets.

 

5.  Perform pipeline maintenance and repair; service water main breaks; identify and prevent cross connection and back flow hazards.

 

6.  Answer questions and provide information and assistance to customers and the general public.

 

7.  Prepare and maintain a variety of records, reports, and logs.

 

8.  Respond to and investigate water emergencies reported by the general public, utility crews or dispatchers; correct cause of emergency on site or call for help, as needed.

 

9.  Perform work in on-call and emergency situations; serve on a 24-hour standby basis as required.

 

10.  Perform other duties of a similar nature or level.

 

 

 

QUALIFICATIONS

 

Knowledge of:

 

Operations, services and activities of a meter reading program.

Methods, techniques, tools, equipment and materials used in water meter reading, repair, and installation.

Operational characteristics of various meters and meter reading equipment and tools.

General mathematics including addition, subtraction, division, and multiplication.

Customer service principles and problem resolution techniques.

Safe work methods including safe driving principles and practices.

Principles and practices of record keeping.

English usage, spelling, grammar and punctuation.

Modern office technology and equipment, including computers and related software applications.

Applicable tools and equipment operations.

Applicable Federal, State and local codes, laws and regulations.

 

Ability to:

 

Learn geography of assigned areas.

Perform meter reading and customer service tasks.

Respond to requests and inquiries from the general public and City employees.

Identify and repair minor water meter irregularities and recommend corrective action.

Establish and maintain accurate records, logs, and files.

Understand and follow oral and written instructions.

Interpret and apply Federal, State and local policies, laws and regulations.

Operate and use modern office equipment including computer and various software applications.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Experience and Training Guidelines

Minimum Requirements:

 

 Experience:

 

 One (1) year of increasingly responsible experience in reading and maintaining water meters including one (1) year of customer service experience.

 

 Training:

 

 High School Diploma or G.E.D.

 

Other combinations of experience and education that meet the minimum requirements may be substituted.

 

License or Certificate

 

Possession of, or the ability to obtain, a valid Colorado Class B commercial driver’s license.

 

Possession of, or the ability to obtain, Collections and Distributions I, II, III, and IV certifications.

Physical Conditions:

 

The job is characterized by:

 

Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

 

 

The following physical activities are very or extremely important in accomplishing the job’s purpose and are performed on a daily basis:

 

Position requires hearing, talking, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The need to lift, carry and push tools, equipment and supplies weighing 20 pounds is also required. This outdoor position works in all weather conditions.
