DEFINITION
Perform a variety of administrative and financial duties for the organization; oversee financial planning, accounting functions and budgeting of assigned department; procure and manage grants; coordinate a variety of administrative functions depending on area of assignment to include departmental purchasing, contract administration, governmental reporting; coordinate program activities with other divisions and departments; serve as management resource and liaison to other City departments, outside agencies and the general public; provide highly responsible and complex administrative support to management staff as assigned.

PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.
1. Perform a variety of financial duties for the area of assignment within the City including long range financial planning, financial analysis and reporting, forecasting revenues and expenditures and advising management and staff on financial matters.
2. Develop and administer the department budget; forecast funds needed for staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary; prepare requests and make budget presentations.
3. Perform a variety of accounting functions; oversee procedures and reconcile accounts; maintain databases and/or spreadsheets for monitoring and tracking financial information.
4. Manage grant funding including conducting research on grant opportunities, preparing and submitting applications and monitoring transactions and financial status of grants; serve as point of contact for grantors.
5. Prepare, administer and audit professional service contracts.
6. Assist the purchasing division in preparing Requests for Proposals (RFPs) for department products and services; monitor RFPs through bid process and final award.
7. Prepare and submit financial reports including monthly, quarterly and annual reports to various government agencies.
8. Coordinate the services and activities of a variety of financing programs; recommend policies, goals and objectives; educate City personnel; calculate costs; make recommendations regarding future costs and adequate reserve levels; evaluate trends and recommend changes in retention levels and future funding levels; allocate costs to departments.
9. Serve as primary contact and liaison for assigned department budget and financial matters with other City staff, the general public and outside agencies; work with community boards, City and Department Committees, elected and appointed officials to provide information, problem solve and implement new programs.
10. Provide assistance to the Finance Department in the analysis of revenue and expenses related to the preparation of the City budget; identify discrepancies and areas of concern.
11. Work with outside auditors to ensure compliance with regulations and mediate disputes.
12. Coordinate a variety of administrative functions.
13. Provide technical assistance and training to clerical accounting staff in matters related to financial accounting and budgeting.
14. Attend staff meetings and participate in planning, controlling and directing department activities, functions and obligations.
15. Perform related duties and responsibilities as required.
QUALIFICATIONS
Knowledge of:
Methods and techniques of governmental bookkeeping, accounting, financial management and fixed assets.
Principles and practices of financial analysis, auditing and reporting.
Generally accepted accounting principles and their application to municipal accounting activities.
Principles and procedures related to budgetary preparation, controls and development.
Modern office procedures, methods and equipment including computers.
Principles and procedures of financial record keeping and reporting.
Basic business mathematical principles.
Software applications utilized in accounting programs.
Pertinent Federal, State and local laws, codes and regulations.
Ability to:

Experience and Training Guidelines
Minimum Requirements:
Experience:
Three years of increasingly responsible experience in professional accounting, finance or budgeting.
Training:
Equivalent to a Bachelor’s degree from an accredited college or university with major course work in finance, accounting, business administration or a related field.
Other combinations of experience and education that meet the minimum requirements may be substituted.
