Design, implement, and evaluate training programs and initiatives; identify training needs, develop training programs, and provide support and guidance on career development; coordinate, communicate, implement, and present training programs for employees; develop and implement programs focused on organizational and employee development and engagement.

SUPERVISION RECEIVED AND EXERCISED

 

Receives direction from the Human Resources Director.

 

PRIMARY DUTIES-- The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

 

 

1.  Develop, implement, and evaluate training programs and initiatives; identify training needs, develop coordinate, and conduct City-wide training for all employees, supervisors, and managers to include formal group and individual training, coaching, and web-based programs; evaluate program effectiveness.

2.  Develop and implement career development and supervisory training programs; provide ongoing education, support, and guidance to supervisors, managers, and employees in their career development.

3.  Analyze training needs; identify knowledge and skills gaps within the organization; develop training programs to address gaps.

4.  Assist departments in assessing staff development needs including training, goal setting, and performance planning; coach management staff on employee issues and assist employees with individual skills and abilities development; facilitate team building activities designed to set direction or enhance interpersonal relationships.

5.  Conduct organizational assessments; assist with change management initiatives; and assist with creating and implementing employee engagement initiatives.

6.  Evaluate training programs offered by outside trainers and consultants to determine their ability to meet the City’s training needs; network with other agencies to develop reciprocal working relationships and to further in-kind training opportunities; identify and evaluate internal training resources.

7.  Participate in the development and administration of the program budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.

8.  Coordinate the development and support of various employees’ task teams and committees; determine specific tasks; assist in allocating resources; communicate needed information and timeframes.

9.  Maintain records of training needs, training sessions held, and participants trained; prepare reports on attendance and track mandatory training events as needed.

10.  Provide administrative support; communicate program and training status; update online calendars; assist in producing publications in print and on the website; promote awareness of programs and services.

11.  Perform other duties of a similar nature or level.

 

QUALIFICATIONS

 

Knowledge of:

Principles of adult learning, group dynamics and human behavior.

Current trends and developments in organizational development.

Community resources and programs complimentary to organizational development activities.

Modern practices of organizational development and constructive problem-solving.

Principles of budget preparation and administration.

Principles and practices of training program, design, and curriculum development.

Use and maintenance of various audio-visual and other training materials.

Customer service principles and problem resolution techniques.

Principles and practices of record keeping.

English usage, spelling, grammar, and punctuation.

Modern office technology and equipment, including computers and related software applications.

Applicable Federal, State, and local codes, laws, and regulations.

 

 

Ability to:

Prepare, present, and evaluate effective training programs to employees.

Become a certified Emergenetics Instructor.

Work independently and collaboratively.

Prepare, monitor, and administer budget.

Respond to requests and inquiries from the public and City employees.

Establish and maintain accurate records, logs, and files.

Interpret and apply Federal, State, and local policies, laws, and regulations.

Operate and use modern office equipment including computer and various software applications.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Speak, read, comprehend, and write the English language fluently.

 

Experience and Training Guidelines

Minimum Requirements:

 

 Experience:

 Three (3) years of professional experience in organization development and the creation, coordination, and presentation of employee training programs.

 

 

 Training:

 Bachelor's degree from an accredited college or university with major coursework in education, organizational development, human resources, or a related field.

 

Other combinations of experience and education that meet the minimum requirements may be substituted.

 

License or Certificate

Possession of, or ability to obtain, a valid Colorado driver’s license.
