DEFINITION

 

Perform professional level duties and responsibilities in support of a variety of human resources program areas including recruitment and selection, classification, compensation, employee training, employee relations and benefits administration; explain and communicate human resources program rules and guidelines to City management and employees; administer, implement and promote assigned human resources programs and perform a variety of duties relative to assigned area of responsibility.

SUPERVISION RECEIVED AND EXERCISED

 

Receives direction from the Human Resources Supervisor.

 

 

PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

 

1.  Assist in the supervision and coordination of human resources program goals, objectives, policies and procedures; recommend, implement and administer systems, policies and procedures and employee programs.

 

2.  Conduct studies, analysis and research on a broad range of human resource assignments; compile statistical data and prepare various reports; research and evaluate a variety of employee programs; prepare and maintain related documents as required.

 

3.  Maintain classification system; conduct job analysis; recommend classification; create or revise class specifications; prepare and update classification schedules.

 

4.  Administer compensation programs; conduct wage and benefit surveys; analyze market trends, cost of living, occupational and related data; recommend and implement pay adjustments; prepare cost estimates of reclassification and position additions; update employee records and control position inventory in assigned system.

 

5.  Prepare and maintain annual payroll projections for all departments; assist in the preparation of City-wide and divisional budget.

 

6.  Analyze legislation and regulations to determine effect on human resources programs and services; recommend and implement changes in policy or procedures to ensure compliance with applicable laws and regulations; complete required reports and documentation.

 

7.  Monitor and participate in the administration of recruitment activities; provide coordination among departments and applicable agencies; prepare and monitor recruitment information and criteria; review and evaluate applicant selection procedures.

 

8.  Advise and assist employees and supervisors in a variety of areas including policy interpretation, employee relations, employee grievances, benefits administration and the monitoring of compensation procedures.

 

 

9.  Assist in the development and implementation of various employee training programs.

 

10.  Coordinate assigned activities with other departments, outside agencies and service providers.

 

11.  Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of human resources.

 

12.  Perform other duties of a similar nature or level.

 

 

QUALIFICATIONS

 

Knowledge of:

 

Principles and practices of human resources programs administration.

Principles of budget preparation and administration.

Principles, methods and procedures utilized in classification and compensation system administration.

Principles and practices used in preparing salary cost projections.

Modern practices of organizational development and constructive problem solving.

Effective communication and public speaking techniques.

Principles and practices of record keeping.

English usage, spelling, grammar and punctuation.

Modern office technology and equipment, including computers and related software applications.

Applicable Federal, State and local codes, laws and regulations.

 

Ability to:

 

Perform professional, technical and analytical human resources duties in assigned program area.

Interpret human resources laws, rules, regulations, programs and policies to employees and the general public.

Experience and Training Guidelines

Minimum Requirements:

 

 Experience:

 

 Three (3) years of professional human resources program experience.

 

 Training:

 

 Bachelor's degree from an accredited college or university with major course work in human resources, business administration, public administration or a related field.

 

Other combinations of experience and education that meet the minimum requirements may be substituted.
