DEFINITION

 

Manage an IT function and staff; develop and implement policies, procedures and standards; complete and review operational reports; conduct short- and long-term planning of function/unit; develop and monitor the area budget; perform supervisory responsibilities including conducting performance evaluations; prioritizing and assigning work; coordinating training activities; and making recommendations on hiring, termination, and disciplinary actions.

SUPERVISION RECEIVED AND EXERCISED

 

Receives direction from the Information Technology Director.

 

Exercises general supervision over assigned information technology staff.

 

 

PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

 

1.  Plan, prioritize, assign, supervise, and review the work of assigned staff; participate in the selection of assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.

 

2.  Recommend and assist in the implementation of goals and objectives for assigned programs and functions; implement policies and procedures; evaluate operations and activities of assigned responsibilities; recommend improvements and modifications.

 

3.  Participate in the development and administration of the department’s annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.

 

4.  Oversee, coordinate, and modify systems, networks, or application(s) for implementation of city-wide computer hardware and software services; oversee and/or design, code, test, install, and ensure integrity of new applications; coordinate the input and maintenance of critical data; manage license compliance of all software and hardware used.

 

5.  Administer and implement new technological projects; develop system design and functional specifications; plan, schedule, train, and test systems; set priorities and objectives related to projects; manage vendor contracts; coordinate work schedules to ensure projects are completed efficiently; monitor activities to ensure compliance with regulations.

 

6.  Establish and maintain relationships with other departments and outside agencies; conduct and review systems analysis; identify opportunities that can improve efficiency of overall system processes; evaluate and recommend new services, changes to existing services, and integration of potential system applications.

 

7.  Supervise system, website, GIS and database administration tasks, including periodic maintenance, patch installations, and data collection and validation; evaluate and develop methods to integrate various systems and share common data.

8.  Design, manage, monitor and enforce security administration for assigned systems; troubleshoot applications and determine authority levels of users in system; interact with outside organizations to identify emerging technologies that present security threats and assist in detection.

 

9.  Perform other duties of a similar nature or level.

Experience and Training Guidelines

Minimum Requirements:

 

 Experience:

 

Six (6) years of information technology experience in a variety of IT functions including one (1) year of administrative and supervisory experience.

 

 Training:

 

 Bachelor’s degree from an accredited college or university with major course work in information technology, computer science, or a related field.

 

Other combinations of experience and education that meet the minimum requirements may be substituted.

 

License or Certificate

 

Possession of, or ability to obtain, a valid Colorado driver’s license.

Possession of, or ability to obtain, the City of Grand Junction Leadership Track certification within two (2) years of appointment.
