DEFINITION

 

Direct, manage, supervise and coordinate the activities and operations of the Information Technology Division, design, develop, implement and maintain new or revised information technology systems throughout the City. Oversee information technology support and systems for geographic information systems (GIS), infrastructure and security, application development, public safety, and business operations and customer support. Direct and coordinate all information technology systems with other divisions, departments and outside agencies; and provide highly responsible and complex support to the City Manager.

Exercises direct supervision over supervisory, professional, technical and clerical staff.

 

 

PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

 

1.  Assume management responsibility for assigned services and activities of the Information Technology Division including the design, development, procurement, implementation, maintenance, leasing and licensing of city-wide information technology systems including communications, software, hardware, data management, internal and external websites, GIS, network, and security.

 

2.  Manage and participate in the development and implementation of information technology initiatives, policies, and procedures in support of the City's Strategic Plan.

 

3.  Participate in the preparation, maintenance, and implementation of a City-wide information technology systems plan including continuity of operations; develop and implement improvement strategies; maintain information technology standards in the development of new systems; coordinate with City management staff to set project goals and priorities; develop and enforce consistent policies for technology use.

 

4.  Evaluate and recommend proposals for new or enhanced software, equipment, and new technology; perform system analysis and design studies for new requested systems and programs; plan and supervise implementation of new or modified software and hardware systems.

 

5.  Prioritize and sequence proposed technology projects to align with organizational priorities and resource availability.

 

6.  Work with City Manager's Office, legal counsel, and departments to interpret and comply with regulatory guidelines regarding information privacy, transparency, and retention.

 

7.  Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels. 

 

8.  Oversee and participate in the development and administration of the division's annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments

 

9.  Plan, direct, coordinate and review the work plan for information technology supervisors; assign work activities, projects and programs; review and evaluate work products, methods and procedures; meet with supervisors to identify and resolve problems.

 

10.  Select, train, motivate and evaluate information technology systems personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

 

11.  Serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of information technology program development and implementation.

 

12.  Responds to inquiries and concerns on behalf of the City including investigation, research, and discovery.

 

13.  Maintains critical, sensitive and confidential communication.

 

 

QUALIFICATIONS

 

Knowledge of:

Experience and Training Guidelines

Minimum Requirements:

 

 Experience:

 

 Seven years of increasingly responsible information technology systems administration experience including three years of administrative and supervisory responsibility.

 

 Training:

 

 Equivalent to a Bachelor’s degree from an accredited college or university with major course work in computer science, information technology systems or a related field.

 

Other combinations of experience and education that meet the minimum requirements may be substituted.

 

License or Certificate

 

Possession of, or ability to obtain, the City of Grand Junction Leadership Track certification within two (2) years of appointment.
