DEFINITION

 

Supervise, assign and review the work of staff responsible for providing a variety of custodial duties, maintenance, repair and capital replacement programs; ensure work quality and adherence to established policies and procedures; and perform the more technical and complex tasks relative to assigned area of responsibility.

SUPERVISION RECEIVED AND EXERCISED

 

Receives general direction from the Deputy General Services Director when assigned to General Services.

Receives general direction from the Community Recreation Center Manager when assigned to Parks and Recreation.

 

Exercises direct supervision over technical and custodial staff.

 

 

 

PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

 

1.  Plan, prioritize, assign, supervise and review the work of staff responsible for providing a variety of custodial duties, maintenance and repair; coordinate work crew activities with other crews, divisions, and departments as well as outside agencies and contractors.

 

2.  Inspect the work of crews in progress and upon completion; provide advice and assistance to crew members; ensure maintenance and construction procedures are completed in a satisfactory and thorough manner and in compliance with City, departmental and safety policies and procedures.

 

3.  Establish schedules and methods for providing assigned services; identify resource, material, and equipment needs; review needs with appropriate management staff; allocate resources accordingly.

 

4.  Recommend and assist in the development and implementation of the Division’s goals, objectives, policies and priorities for facilities programs; recommend and administer policies and procedures.

 

5.  Participate in the selection of assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.

 

6.  Develop and administer the operations and CIP budgets for their respective Division; prepare and administer the budget plan; forecast funds needed for staffing, equipment and materials; control, monitor and approve revenues and expenditures for the division.

 

7.  Serve as liaison for the division with other divisions, departments, outside agencies and the public; serve on a variety of committees, task forces and commissions.

 

8.  Select architects and engineers for the design of building repairs, remodeling projects and studies; administer various service and building project contracts.

 

9.  Supervise the maintenance of time, material and equipment use records; track and analyze data related to the evaluation of performance, cost, and service levels.

 

10.  Plan for the replacement of existing facilities and building equipment; administer the review process for building and equipment replacement decisions; perform inspections and surveys of City facilities to assess current condition and future needs.

 

11.  Assist in preparing bid specifications; requisition supplies and materials; maintain appropriate inventory levels.

 

12.  Participate in the full range of operations, maintenance, repair and construction duties including to perform the most difficult duties assigned to the work unit.

 

13.  Stay abreast of new trends and innovations in the fields of energy management, construction technology, management and public works maintenance.

 

 

QUALIFICATIONS

 

Knowledge of:

 

Operations, services and activities of a comprehensive custodial and building maintenance program.

Procedures, methods, practices, materials and equipment commonly used in a maintenance, and repair program.

Types and level of maintenance and repair activities generally performed in assigned maintenance program.

Occupational hazards and standard safety practices associated with a public works maintenance, construction and repair program.

Principles and procedures of record keeping and reporting.

Basic principles of municipal budget preparation and control.

Principles of supervision, training and performance evaluation.

Modern office procedures, methods and computer equipment and related software.

Pertinent Federal, State, and local laws, codes and regulations.

 

Ability to:

 

Supervise, organize and review the work of maintenance staff.

Select, supervise, train and evaluate staff.

Coordinate the activities of assigned program.

Interpret and explain City policies and procedures.

Analyze problems, identify alternative solutions, project consequences of propose actions and implement recommendations in support of goals.

Perform the full range of maintenance and repair work in the area of assignment.

Accurately determine work required and estimate the man hours, materials and cost of such work.

Read and understand engineering plans and specifications, blue prints and technical manuals.

Maintain accurate records and prepare clear and concise reports.

Ensure staff compliance with Federal, State and local rules, laws and regulations.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Speak, read, comprehend, and write the English language fluently.

 

Experience and Training Guidelines

Minimum Requirements:

 

 Experience:

 

 Four (4) years of experience in the maintenance and repair of facilities including one (1) year of administrative or lead supervisory responsibility.

 

 

 Training:

 

 Equivalent to completion of the twelfth grade supplemented by specialized training in construction technology or a related field.

 

Other combinations of experience and education that meet the minimum requirements may be substituted.

 

License or Certificate

 

Possession of, or ability to obtain, a valid Colorado driver’s license.

 

The ability to obtain a professional Aquatics Facility Operator’s license or equivalent within six (6) months of hire when assigned to Parks and Recreation.

 

Possession of, or ability to obtain, the City of Grand Junction Leadership Track certification within two (2) years of appointment.

 

WORKING CONDITIONS

 

Environmental Conditions:

 

The job is performed in the following working environment:

 

Office; exposure to computer screens.

Field environment; travel from site to site; work around heavy construction equipment; exposure to noise, dust, grease, fumes and inclement weather conditions.

 

Physical Conditions:

 

The job is characterized by:

 

Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

While performing the duties of this job, the employee is required to sit for prolonged periods. The employee is regularly required to see, hear, talk, stand, twist and use repetitive motions in the conduct of work. The employee is also required to perform light lifting.
