DEFINITION
Supervise, assign, review and participate in the work of staff responsible for providing a variety of parks maintenance, repair, and reconstruction activities in area of assignment including City parks, cemeteries, athletic facilities, grounds, forestry, open space, irrigation, turf maintenance, horticulture, and related facilities; ensure work quality and adherence to established policies and procedures; perform administrative tasks relative to assigned area of responsibility.

Receives direction from Parks Superintendent.
Exercises direct supervision over assigned parks staff.
PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.
1. Management of the City’s urban forest including overall plant health, integrated pest management, and pest and disease diagnosis.
2. Plan, prioritize, assign, supervise, and review the work of assigned staff; participate in the selection of assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
3. Recommend and assist in the implementation of goals and objectives for assigned programs and functions; implement policies and procedures; evaluate operations and activities of assigned responsibilities; recommend improvements and modifications.
4. Participate in the development and administration of the department’s annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.
5. Serve as safety officer for identified divisions of the Parks & Recreation Department; provide safety training to all employees regarding OSHA regulations and City safety policies and procedures; complete appropriate documentation for the storage, handling and application of chemicals used by park operations, horticulture, forestry, sports facilities, and cemetery personnel.
6. Determine need for new equipment; conduct research and prepare bid specifications; requisition supplies and materials; maintain appropriate inventory levels.
7. Assist with the development of capital improvement projects; review plans and budgets; determine project specifications; design landscape and construction plans using proper plant, landscape and irrigation materials; supervise the work of outside contractors in the performance of special projects including installation of new sprinkler or lighting systems or repairs to riverfront trails.
8. Establish schedules and methods for providing assigned services and coordinating maintenance of parks vehicles and equipment; identify resource, material, and equipment needs; review needs with appropriate management staff; allocate resources accordingly.
9. Prepare and review a variety of reports and documents related to the maintenance of time, material and equipment use records; track and analyze data related to the evaluation of performance, cost, and service levels.
10. Inspect the work of crews in progress and upon completion; provide advice and assistance to crew members; ensure maintenance and construction procedures are completed in a satisfactory and thorough manner and in compliance with City, departmental and safety policies and procedures.
11. Coordinate and deliver various educational opportunities and special events to employees and the public regarding tree care, safety training or horticultural maintenance; develop complete programs, design hand outs and educational materials and coordinate speakers, volunteers and instructors.
12. Assist in the development and strategies for master planning including community participation; research and assist in preparation of grand development to advance master plan completion.

Accurately determine work required and estimate the labor, materials and cost of such work.

Maintain accurate records and prepare clear and concise reports.

Experience and Training Guidelines
Minimum Requirements:
Experience:
Four (4) years of responsible parks maintenance and/or construction experience including one (1) year of administrative and/or lead supervisory experience.
Training:
High School Diploma or G.E.D. supplemented by specialized training in forestry, horticulture, landscape maintenance, sports facilities, or a related field.
Other combination of experience and education that meet the minimum requirements may be substituted.
License or Certificate
Possession of, or the ability to obtain, a valid Colorado Driver License, a Class B Commercial Driver License, Pesticide Applicator License, and ISA Certified Arborist.
Possession of, or ability to obtain, the City of Grand Junction Leadership Track certification within two (2) years of appointment.
