DEFINITION

 

Direct, manage, supervise, and coordinate the maintenance and operations of the Parks Division within the Parks and Recreation Department; prepare and manage budgets and capital improvement projects; oversee and direct capital improvements within the parks system; coordinate purchasing for fleet and parks equipment; ensure customer service for users of the parks system.

SUPERVISION RECEIVED AND EXERCISED

 

Receives direction from the Parks and Recreation Director.

 

Exercises direct supervision over assigned parks and grounds staff.

 

 

PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

 

1.  Manage assigned staff and functions through subordinate supervisors; recommend and approve new hires, terminations and disciplinary actions; ensure training and staff development activities; manage staffing costs.

 

2.  Oversee and participate in the development and administration of the division's annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; prepares budget reports and requests; monitor and approve expenditures; implement adjustments.

 

3.  Prepare, review, and analyze a variety of reports and applications for department and management staff and outside agencies; evaluate data and communicate activity levels using spreadsheets, graphs, and other aids; make recommendations related to efficiency and effectiveness of service delivery methods and procedures.

 

4.  Oversee capital improvement projects and other major projects; coordinate with other departments, contractors, and staff; develop bid specifications, budget and preliminary plans; inspect progress; approve purchases and resource allocations.

 

5.  Coordinate, develop and implement the division marketing plan including the preparation of seasonal program brochures and other specialty publications, radio, television and print media presentations.

 

6.  Serve as the liaison for the Parks Division with other divisions, departments, and the general public; respond to citizen requests and needs; negotiate and resolve sensitive and controversial issues.

 

7.  Oversee facility use; provide clarification and rulings on facility and park use guidelines, fees, and charges; schedule park facilities for department use as well as for use by school districts, community organizations and the public; develop and facilitate ongoing maintenance needs and guidelines; determine fee schedules.

 

8.  Represent the Parks Division to other departments, elected officials and outside agencies; develop partnerships with community and governmental sources; coordinate assigned activities with those of other departments and outside agencies and organizations.

9.  Recommend and assist in the implementation of goals and objectives for assigned programs and functions; implement policies and procedures; evaluate operations and activities of assigned responsibilities; recommend improvements and modifications.

 

10.  Perform other duties of a similar nature or level.

Experience and Training Guidelines

Equivalent to:

 

 Experience:

 

 Five (5) years of park development and management related experience including two (2) years of  administrative and supervisory responsibility.

 Training:

 

 Bachelor’s degree from an accredited college or university with major course work in business administration, public administration, or a related field.

 

Other combinations of experience and education that meet the minimum requirements may be substituted.

 

License or Certificate

 

Possession of, or ability to obtain, a valid Colorado driver’s license.
