DEFINITION

 

Operate and maintain specialized heavy equipment in the cleaning and maintenance of City street systems, collection of residential and commercial refuse and recycling, and/or sewer systems; inspect assigned vehicle for mechanical or safety problems and make minor repairs and adjustments; respond to inquiries from the public; perform a variety of technical and administrative tasks relative to assigned area of responsibility.

SUPERVISION RECEIVED AND EXERCISED

 

Receives direction from the Operations and Maintenance Supervisor.

 

PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

 

1.  Operate a variety of equipment specific to area of assignment; perform safety and maintenance inspections on assigned vehicle or equipment; perform routine vehicle and equipment repairs in the field.

 

2.  Perform general maintenance on assigned equipment; conduct proper pre-trip inspection; check fuel, oil, and water levels; check mechanical functions of assigned equipment; inspect equipment during operation and make minor operating adjustments.

 

3.  Respond to requests and inquiries from customers and the public; provide the public with information regarding division operation and policy.

 

4.  Operate equipment in and around traffic; direct and control traffic around worksite.  

 

5.  Establish and maintain accurate equipment, maintenance, and repair records.

 

6.  Perform other duties of a similar nature or level.

   

When Assigned to Streets Operations:

7.  Operate Street Sweeper to clean City streets, gutters and roads; operate various equipment including dump truck,  loader, and flusher.

 

8.  Perform special street maintenance and cleaning projects including trash removal, cleaning storm drains and sidewalks, snow and ice removal, traffic striping, parking lot maintenance and chipseal.

 

9.  Serve as lead worker over sweeper support staff; provide training, demonstrate tasks, and coordinate work  assignments.

 

10.  Respond to emergency calls for service as required including material spills or traffic accidents; serve on 24-  hour stand by duty during winter months for snow and ice removal.

 

When Assigned to Solid Waste Operations:

11.  Operate a variety of equipment including sideload, frontload, and rearload refuse collection vehicles to collect contained refuse on designated route; operate controls to empty trash bins into vehicle.

 

12.  Repair, weld, fabricate, paint, and maintain commercial and residential metal dumpsters including recovery and delivery.

 

13.  Assemble, wash, and deliver plastic totes and lids; ensure quality of finished product and proper delivery; record numbers and addresses.

 

14.  Transport loaded refuse to appropriate landfill; dispose of refuse; may load contained or uncontained refuse  manually.

 

15.  Inspect and report unsafe or broken sanitation containers and unsafe, difficult, or poorly maintained collection sites.

 

When Assigned to General Services Operations:

 

16.  Operate a variety of equipment including dump trucks, loaders, skid loaders, backhoes, excavator, chip spreader, distributor truck, tractors, motorgrader, operate street sweeper, high velocity jet flusher and vac-all truck equipment, and grounds keeping equipment.

17.  Perform wood and metal fabrication on special projects.

18.  Plant and maintain assigned landscaped areas; operate and maintain irrigation and sprinkler systems.

19.  Participate in the installation, maintenance and reconstruction of streets and storm drain systems to include chipseal, patching, cleaning storm drains, parking lots, sidewalks and snow and ice removal; construct and install pathways and storm drain systems; perform concrete and asphalt removal.

20.  Serve as lead worker when crew lead is absent; provide training, demonstrate tasks, and coordinate work assignments; verify the work of assigned employees and ensure adherence to safe work practices and procedures.

 

21.  Operate sideload, frontload, and rearload refuse collection vehicles to collect contained refuse on designated route; operate controls to empty trash bins into vehicle.

 

22.  Inspect, clean, and maintain sewer lines, meters, and pressure valves, and other assigned collection systems or equipment; perform hydro-excavating, pressure tests, and water quality sampling as assigned; dig and shore up trenches and holes.

23.  Perform a variety of duties in the installation, maintenance, and repair of electrical wiring in assigned facilities; install, adjust, maintain, and repair electrical timers, electronic and hydraulic valves, and controllers.

When Assigned to Recycling Operations:

 

24.  Operate a recycling collection truck; collect, sort, decontaminate, and transfer recyclable materials from customer locations to facility receptacles and/or areas; collect and deliver plastic containers/totes; provide the public with information regarding the recycling collection process.

 

25.  Operate various equipment, including forklifts, hand tools, skid steers, and other specialized maintenance and recycling equipment; perform safety inspections, maintenance, and repairs on equipment.

 

26.  Collect and sort recyclable material at the facility; offload incoming trucks and trailers; compress and stack recyclable material; service and empty drop-off tanks; provide drop-off customer service and instruction.

 

27.  Maintain municipal cleanliness; ensure walkways, fence lines, and other buildings near the facility are clear of debris/hazards; tarp material to maintain quality of commodities.

 

28.  Perform safety duties to include safe material handling and cone placement for traffic control.

 

29.  Plan and organize routes for recycling pickup.

 

30.  Maintain and order parts, tools, materials, and equipment.

 

QUALIFICATIONS

 

Knowledge of:

 

Operations, services, and activities of assigned program.

Types and level of maintenance and repair activities generally performed in a specialized equipment maintenance program.

Operational characteristics and maintenance requirements of tools and equipment.

Traffic laws, ordinances, regulations, and safety rules involved in truck and heavy equipment operation.

Experience and Training Guidelines

Minimum Requirements:

 

 Experience:

 

 Two years (2) of increasingly responsible experience in general labor, maintenance and repair, landscaping, or construction.

 

 Training:

 

 High School Diploma or G.E.D.

 

 

Other combinations of experience and education that meet the minimum requirements may be substituted.

 

License or Certificate

 

Some assignments may require the ability to obtain certifications specific to area of assignment.

 

When assigned to General Services, Street or Wastewater Operations, possession of a Colorado Class “A” commercial driver’s license.

 

When assigned to Solid Waste or Recycling Operations, possession of a valid Colorado Class “B” commercial driver’s license with an air brake endorsement.

The following physical activities are very or extremely important in accomplishing the job’s purpose and are performed daily:

 

Position requires hearing, talking, sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, and making repetitive hand movements. The position requires both near and far vision for inspecting work and operating assigned equipment. Lifting, carrying and pushing tools, equipment and supplies weighing 50 pounds or more is also required. Materials and chemicals may expose the employee to fumes, dust and air contaminants. Job may require work in confined spaces. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, and work in heavy vehicle traffic conditions. The employee regularly works in outside weather conditions, near moving mechanical parts. The employee is frequently exposed to wet or humid conditions, vibration and street traffic. The employee is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The noise level in the work environment is frequently loud.
