DEFINITION
Supervise, assign review, and participate in the work of staff responsible for providing a variety of maintenance, repair, and reconstruction activities in area of assignment including street, parks, solid waste maintenance, projects, and operations; ensure work quality and adherence to established policies and procedures; perform the more technical and complex tasks relative to assigned area of responsibility.

SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Manager of the assigned area of responsibility.
Exercises direct supervision over assigned operations and maintenance staff.
PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.
1. Plan, prioritize, assign, supervise, and review the work of assigned staff; participate in the selection of assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
2. Plan, coordinate, implement and review a variety of maintenance, repair, and reconstruction activities in area of assignment; develop project goals and outcomes; determine priorities and allocate resources; coordinate work crew activities with other crews, divisions, and departments as well as outside agencies and contractors.
3. Inspect the work of crews in progress and upon completion; provide advice and assistance to crew members; ensure maintenance and construction procedures are completed in a satisfactory and thorough manner and in compliance with City, departmental and safety policies, and procedures.
4. Recommend and assist in the implementation of goals and objectives for assigned programs and functions; implement policies and procedures; evaluate operations and activities of assigned responsibilities; recommend improvements and modifications.
5. Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
6. Participate in the development and administration of the department’s annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.
7. Supervise the maintenance of time, material and equipment use records; track and analyze data related to the evaluation of performance, cost, and service levels; maintain and update records; generate reports related to department work.
8. Participate in the full range of operations, maintenance, repair, and construction duties including to perform the most difficult duties assigned to the work unit.
9. Perform other duties of a similar nature or level.
QUALIFICATIONS
Knowledge of:
Principles of supervision and training.
Principles of budget preparation and administration.
Operations, services and activities of a comprehensive public works maintenance, construction, and repair program.
Procedures, methods, practices, materials, and equipment commonly used in a public works maintenance, construction, and repair program.
Types and level of maintenance and repair activities generally performed in assigned maintenance program.
Elements of construction technology as they relate to assigned construction, maintenance, and repair activities.
Customer service principles and problem resolution techniques.
Principles and practices of record keeping.
English usage, spelling, grammar, and punctuation.
Modern office technology and equipment, including computers and related software applications.
Applicable tools and equipment operations.
Applicable Federal, State, and local codes, laws, and regulations.
Ability to:
Oversee, direct, and coordinate the work of assigned staff.

Experience and Training Guidelines
Minimum Requirements:
Experience:
Four (4) years of experience in the construction, maintenance, and repair of public works facilities including one (1) year of administrative or lead supervisory responsibility.
Training:
High School Diploma or G.E.D. supplemented by specialized training in maintenance, construction, or a related field.
Other combinations of experience and education that meet the minimum requirements may be substituted.
License or Certificate
Possession of a valid Colorado driver’s license.
Some assignments may require the ability to obtain certifications specific to area of assignment.
Utilities - Possession of or ability to obtain Collections and Distribution IV Certificate issued by the State of Colorado.
Project Team - Possession of or the ability to obtain within 90 days of hire, a valid Colorado Class “A” commercial driver’s license.
Possession of, or ability to obtain, the City of Grand Junction Leadership Track certification within two (2) years of appointment.

Heavy Work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
The following physical activities are very or extremely important in accomplishing the job's purpose and are performed daily:
Position requires hearing, talking, sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, and making repetitive hand movements. The position requires both near and far vision for inspecting work and operating assigned equipment. Lifting, carrying, and pushing tools, equipment and supplies weighing 50 pounds or more is also required. Materials and chemicals may expose the employee to fumes, dust and air contaminants. Job may require work in confined spaces. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, and work in heavy vehicle traffic conditions. The employee regularly works in outside weather conditions, near moving mechanical parts. The employee is frequently exposed to wet or humid conditions, vibration, and street traffic. The employee is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The noise level in the work environment is frequently loud.
