DEFINITION

 

Lead, oversee and participate in all phases of traffic sign, signal, and marking maintenance and installation assignments; perform the more difficult and complex duties within the function; perform a variety of technical tasks relative to assigned areas of responsibility.

SUPERVISION RECEIVED AND EXERCISED

 

Receives direction from the Traffic Supervisor.

 

Exercises lead supervision over assigned traffic and signal staff.

 

 

PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

 

1.  Perform leadworker functions of staff including assigning and reviewing daily work, providing input into performance evaluations, training other employees, and acting as a resource to other staff.

 

2.  Design and fabricate a wide variety of traffic signs using a computerized sign machine; identify and prepare supplies and equipment needed for each assigned project; install and repair signs as needed.

 

3.  Participate in the construction and installation of traffic signals; participate in on-site troubleshooting, repair, and maintenance of traffic signal control devices, fiber optics systems, street lighting, radio communication systems and auxiliary equipment.

 

4.  Supervise the lay out, maintenance, and installation of new traffic control striping; paint, tape, lane lines, center lines, crosswalks, arrows, stop bars, railroad crossings, parking stalls, curbs and other pavement markings; use preformed thermoplastic for assigned markings; remove existing markings no longer needed.

 

5.  Design and set up safe and effective traffic control, including street barricades and cones, prior to the performance of activities to ensure public and worker safety through work zones; direct and control traffic around work sites.

 

6.  Estimate time, materials and equipment required for jobs assigned; requisition and purchase supplies and materials as required; assist in developing contract specifications.

 

7.  Review the work of assigned employees for accuracy, proper work methods, techniques and compliance with applicable standards and specifications; ensure adherence to safe work practices and procedures.

 

8.  Maintain and update assigned database system and records; input work orders, update maps, and track work accomplished; gather information necessary to maintain database; generate regular reports according to established guidelines.

 

9.  Operate the full range of maintenance and electronic equipment including fork lift, hi-lift bucket and platform trucks, road marking equipment, loaders, backhoes, power tools, volt meters, frequency counters, and other specialized maintenance and construction equipment; perform safety and maintenance inspections on assigned vehicle(s); perform routine vehicle repairs in the field.

 

10.  Respond to public inquiries in a courteous manner; provide information within the area of assignment; prepare for special events, street lighting, and other community needs; resolve complaints in an efficient and timely manner.

11.  Perform work in on-call and emergency situations; serve on a 24-hour standby basis as required.

 

12.  Perform other duties of a similar nature or level.

Leadworker concepts and practices, including training and scheduling of staff.

Operations, services and activities of a traffic control sign and road marking program.

Methods, techniques, materials, equipment, and tools used in the fabrication, installation, maintenance, and repair of street and traffic signs, markings, and related traffic signal systems.

Occupational hazards and standard safety practices.

Geography and street system of the City.

Traffic control methods.

Customer service principles and problem resolution techniques.

Principles and practices used in traffic signal and street lighting construction, maintenance and repair.

Principles and practices of record keeping.

English usage, spelling, grammar and punctuation.

Applicable tools and equipment operations.

Applicable Federal, State and local codes, laws and regulations.

 

Ability to:

 

Lead, monitor, train and review staff and technical work.

Perform semi-skilled maintenance, construction and repair work in the area of work assigned.

Use and operate hand tools, vehicular and stationary mechanical equipment, and power tools and equipment required for the work in a safe and efficient manner.

Experience and Training Guidelines

Minimum Requirements:

 

 Experience:

 

 Three (3) years of increasingly responsible public works field maintenance experience specifically in the field of traffic signs and markings.

 Training:

 

 High School Diploma or G.E.D. supplemented by specialized training in maintenance, construction or a related field is desirable.

 

Other combinations of experience and education that meet the minimum requirements may be substituted.

 

License or Certificate

 

Possession of a valid Colorado commercial driver’s license.

 

Possession of, or ability to obtain, appropriate valid certifications from IMSA.

 

Possession of, or ability to obtain, a valid ATSSA Worksite Supervisor certification.

 

Possession of, or ability to obtain, the City of Grand Junction Leadership Track certification within two (2) years of appointment.

 

Some assignments in this classification require specialty certifications related to area of assignment.

When assigned to the Traffic Technician Crew:

Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

 

 

When assigned to the Traffic Signal Crew:

 

The job is characterized by:

 

Heavy Work:  Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

 

The following physical activities exist regardless of area of assignment and are very or extremely important in accomplishing the job’s purpose and are performed on a daily basis:

 

Position requires hearing, talking, sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25-100 pounds is also required. This outdoor position works in all weather conditions. Materials and chemicals used may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the employee to climb ladders, use power and noise producing tools and equipment, drive motorized vehicles, work in heavy vehicle traffic conditions, and often work with constant interruptions.
