DEFINITION
Supervise, assign and review the work of staff responsible for providing a variety of maintenance, repair, and reconstruction activities in traffic operations; ensure work quality and adherence to established policies and procedures; perform the more technical and complex tasks relative to assigned area of responsibility.

SUPERVISION RECEIVED AND EXERCISED
Receives direction from assigned Engineering Program Supervisor.
Exercises direct supervision over assigned traffic maintenance staff.
PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.
1. Plan, prioritize, assign, supervise, and review the work of assigned staff; participate in the selection of assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
2. Inspect the work of crews in progress and upon completion; provide advice and assistance to crew members; ensure maintenance and construction procedures are completed in a satisfactory and thorough manner and in compliance with City, departmental and safety policies and procedures.
3. Manage inventory and materials; prepare bid specifications; obtain quotes; requisition supplies and materials; maintain appropriate inventory levels.
4. Coordinate work crew activities with other crews, divisions, and departments as well as outside agencies and contractors.
5. Recommend and assist in the implementation of goals and objectives for assigned programs and functions; implement policies and procedures; evaluate operations and activities of assigned responsibilities; recommend improvements and modifications.
6. Participate in the development and administration of the department’s annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.
7. Supervise the maintenance of time, material and equipment use records; track and analyze data related to the evaluation of performance, cost, and service levels.
8. Participate in the full range of operations, maintenance, repair, and construction duties including performing the most difficult duties assigned to the work unit.
9. Respond to public inquiries in a courteous manner; provide information within the area of assignment; prepare for special events, street lighting, and other community needs; resolve complaints in an efficient and timely manner.
10. Perform other duties of a similar nature or level.
QUALIFICATIONS
Knowledge of:
Principles of supervision and training.
Principles of budget preparation and administration.
Operations, services and activities of a traffic control sign and road marking program.
Methods, techniques, materials, equipment, and tools used in the fabrication, installation, maintenance, and repair of street and traffic signs, markings, and related traffic signal systems.
Occupational hazards and standard safety practices.
Principles and practices used in traffic signal and street lighting construction, maintenance and repair.
Customer service principles and problem resolution techniques.
Principles and practices of record keeping.
English usage, spelling, grammar and punctuation.
Modern office technology and equipment, including computers and related software applications.
Applicable tools and equipment operations.
Applicable Federal, State and local codes, laws and regulations.
Ability to:
Oversee, direct and coordinate the work of assigned staff.
Coordinate the activities of traffic signal maintenance and repair program.

Experience and Training Guidelines
Minimum Requirements:
Experience:
Four (4) years of experience in the construction, maintenance, and repair of public works facilities specifically in the field of traffic signs and markings including one (1) year of administrative or lead supervisory responsibility.

Training:
High School Diploma or G.E.D. supplemented by specialized training in maintenance, construction technology or a related field.
Other combinations of experience and education that meet the minimum requirements may be substituted.
License or Certificate
Possession of a valid Colorado driver’s license.
Possession of a valid certification in Signs and Markings Level I and II issued by the IMSA.
Possession of a valid certification in Signals Level I and II from the IMSA.
Possession of, or ability to obtain, certification as a Work Site Supervisor from the American Traffic Safety Services Association.
Possession of, or ability to obtain, the City of Grand Junction Leadership Track certification within two (2) years of appointment.
