DEFINITION

 

Supervise, assign, review and participate in the work of staff responsible for Planning Division services and activities including the development, implementation, and modification to City plans and regulations; ensure work quality and adherence to established policies and procedures; and perform the more technical and complex tasks relative to assigned area of responsibility.

 

 

SUPERVISION RECEIVED AND EXERCISED

 

Receives general direction from the Planning Manager.

 

Exercises direct supervision over professional, technical and clerical staff.

 

 

PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

 

1.  Plan, prioritize, assign, supervise and review the work of assigned staff; participate in the selection of assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.

 

2.  Recommend and assist in the implementation of goals and objectives for assigned programs and functions; implement policies and procedures; evaluate operations and activities of assigned responsibilities; recommend improvements and modifications.

 

3.  Participate in code administration; interpret City ordinances, zoning and development codes, and state and federal regulations regarding community development; prepare amendments to Zoning and Development Code or other regulatory documents for Council consideration and adoption.

 

4.  Prepare and provide information, education and assistance to City staff, the general public and other service providers regarding City plans, development requirements and changes related to codes and ordinances; write and present formal and technical reports.

 

5.  Respond to and resolve difficult and sensitive citizen inquires and complaints; assist City staff and the general public in applying zoning and development code and other plans and policies to specific concerns, issues and projects.

 

6.  Serve as a liaison for the Planning Division of the Public Works and Planning Department with other divisions, departments and outside agencies; negotiate and resolve sensitive and controversial issues.

 

7.  Serve as staff on a variety of boards, commissions and committees involved in the development, adoption, and implementation of City plans and planning regulations; prepare and present staff reports and other necessary correspondence; provide staff input and recommendations.

 

8.  Provide responsible staff assistance to the Planning Manager; research, plan, coordinate and implement special projects; review and approve staff reports, presentations, Zoning Board of Appeals, and Planning Commission agendas.

 

9.  Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of community development and planning.

 

 

 

 

 

10.  Perform complex planning and development review of subdivision, site plans, right-of-way and easement vacations, annexation, major code amendments, and other permit processes to ensure compliance with all requirements; provide recommendations on development proposals; assist developers to ensure all requirements are complied with in established time frames; inspect development sites to ensure compliance.

 

11.  Provide information and assistance to City staff, the general public, and consultants/developers regarding plans, zoning matters and development requirements; conduct general and pre-application meetings with engineers, developers, architects, general public and City staff regarding the development process and requirements.

 

 

QUALIFICATIONS

 

Knowledge of:

Operations, services and activities of a community planning and development program including the development, implementation and modification of city plans and regulations.

Principles of supervision, training and performance evaluation.

Advanced principles and practices of municipal zoning codes and ordinances.

Principles and practices of program development and administration.

Principles and practice of project management.

Pertinent Federal, State and local laws, codes and regulations.

Modern office procedures, methods and equipment including computers and supporting word processing and spreadsheet applications.

Methods and techniques of effective technical report preparation and presentation.

Recent developments, current literature and sources of information related to munici­pal planning and administration.

City development review procedures and requirements.

 

Ability to:

Supervise, organize and review the work of lower level staff.

Select, supervise, train and evaluate staff.

Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.

Interpret, apply, and explain Federal, State and local policies, laws and regulations.

Serve as project manager for complex planning projects or studies.

Analyze site design, terrain constraints, circulations, land use compatibility, utilities, and other urban services.

Prepare and analyze technical and administrative reports, statements and correspondence.

Present technical data, in verbal, written, graphic and map form, to a variety of boards and commissions.

Utilize specialized computer applications applicable to planning design and review.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

 

Experience and Training Guidelines

Minimum Requirements:

 

 Experience:

 

 Four years of increasingly responsible urban planning and development experience including one year of administrative or lead supervisory responsibility.

 

 Training:

 

 Equivalent to a Bachelors degree from an accredited college or university with major course work in planning, public administration or related field.

 

Other combinations of experience and education that meet the minimum requirements may be substituted.

 

 

 

 License or Certificate

 

 Possession of, or ability to obtain, AICP certification.
