DEFINITION
Plan, direct, manage, and oversee the activities and operations of the Neighborhood Services Division of the Public Works and Planning Department including code enforcement, neighborhood programs, affordable housing, energy conservation, historic preservation and Community Development Block Grant (CDBG); coordinate assigned activities with other City departments and outside agencies; provide highly responsible and complex administrative support to the Director of Public Works & Planning Department, Planning Commission and City Council.

Receives administrative direction from the Public Works & Planning Director.
Exercises direct supervision over professional and technical staff.
PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.
1. Assume management responsibility for services and activities of the Neighborhood Services Division including current and long range planning; support the community planning efforts and goals and objectives of the City Council’s Strategic Plan.
2. Manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures.
3. Plan, direct, and coordinate, through subordinate level staff, the Division’s work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.
4. Establish within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocated resources accordingly.
5. Assess and monitor work load, administrative support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.
6. Select, train, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
7. Develop and administer the Neighborhood Services annual budget; forecast funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement budgetary adjustments as necessary.
8. Prepare community, neighborhood and special area plans as needed.
9. Respond to and resolve difficult and sensitive citizen inquiries and complaints; assist City staff and the general public in applying plans, policies, codes and regulations to specific concerns, issues, and projects.
10. Provide logistical support to neighborhood groups, such as administering the Neighborhood Matching Grant Program and providing information on grants and other financial resources.
11. Assist in the development of neighborhood programs activities; work with City staff to plan and implement new projects and programs; lead or participate on independent committees working on neighborhood problems.
12. Participate in the coordination of projects with the Grand Junction Housing Authority and other entities to create and promote diverse housing opportunities; assist developers of affordable housing projects with identification of locations and funding opportunities.
13. Serve as liaison for the City Manager’s Office with other groups and organizations, such as Riverfront Commission, Urban Trails, Buffers/Purchase of Development Rights, Persigo Board, Regional Transportation Planning Office, and School District 51 long range planning committee.
14. Provide staff assistance to Boards and City Council as needed; serve as staff to the Historic Preservation Board.
15. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the various functions of Neighborhood Services.
16. Plan and implement the City’s Historic Preservation Program.
17. Manage and oversee the Community Development Block Grand program and all functions of Code Enforcement.
18. Develop and implement an Energy Conservation Program.
QUALIFICATIONS
Knowledge of:
Operations, services and activities of Neighborhood Services, including code enforcement and program development.
Knowledge of municipal government services, organization and general political structure.
Urban planning, zoning and development theory, principles and practices and their application to a wide variety of municipal planning services.
Principles and practices of program development and administration, project management, budget preparation and administration.
Municipal zoning codes and ordinances.
Pertinent Federal, State and local laws, codes and regulations.
Research methods and sources of information related to Neighborhood Services.
Methods and techniques of eliciting community participation in related issues and programs.
Recent developments, current literature and sources of information related to all functions of Neighborhood Services.
Principles of supervision, training and performance evaluation.
Modern office procedures, methods and equipment including computers and supporting word processing and spreadsheet applications.
Methods and techniques of effective technical report preparation and presentation.

Experience and Training Guidelines
Minimum Requirements:
Experience:
Five years of increasingly responsible planning, public administration or related field, including two years of administrative and supervisory responsibility.
Training:
Equivalent to a Bachelors degree from an accredited college or university with major course work in Planning, Public Administration or related field.
Other combinations of experience and education that meet the minimum requirements may be substituted.
License or Certificate
AICP certification preferred.
