DEFINITION

 

Ensure quality control and adherence to City standards and specifications of work in new subdivisions, developments, City public works projects and right of way; work with contractors, developers and City engineers on new development projects; perform inspections and identify problem areas; and maintain a variety of records and logs.

 

 

SUPERVISION RECEIVED AND EXERCISED

 

Receives general supervision from the Engineering Program Supervisor.

 

 

PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

 

1.  Receive and review new development plans or City projects to ensure understanding and scope of project.

 

2.  Conduct inspections to ensure that all jobs are completed according to City standards, specifications and quality; pressure test new sewer, water and storm drain lines; identify areas in non-compliance or those requiring special needs including traffic control.

 

3.  Attend pre-construction meetings with developers, contractors, engineers and utility and traffic control companies.

 

4.  Review work with contractors, developers and City engineering staff to identify and correct errors in construction; devise solutions to problems.

 

5.  Review and analyze material and soil test results; advise contractors and developers of safety or non-compliance concerns and issues.

 

6.  Measure and monitor quantities of materials used for verification with contracts; mark as-built plans to submit to appropriate engineering staff at the conclusion of projects.

 

7.  Monitor City right-of-way permits for quality of work, traffic control, clean up procedures and street patching performed.

 

8.  Document and maintain accurate and current records of daily inspections performed; prepare inspection reports as necessary.

 

9.  Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.

 

10.  Conduct City-wide street surveys to determine the need for asphalt overlays, concrete needs and other repairs; prepare appropriate reports for engineering staff.

 

 

 

QUALIFICATIONS

 

Knowledge of:

 

Basic services and activities of a new development inspection program.

Modern construction and inspection principles, practices and terminology.

Basic mathematical principles.

Methods and techniques of traffic control.

Methods and techniques of construction materials and soil testing and analysis.

Occupational hazards and standard safety practices.

Principles and procedures of record keeping.

Principles of business letter writing and basic report preparation.

Pertinent Federal, State and local codes, laws and regulations.

 

Ability to:

 

Apply technical knowledge and follow proper inspection techniques.

Interpret and explain City standards, specifications and regulations.

Read and interpret plans, schematics and blue prints.

Ensure new development is in compliance with established regulations.

Deal firmly and tactfully with contractors, engineers, developers and property owners.

Calculate, analyze and convey test results to contractors and developers.

Provide solutions to non-compliance issues.

Respond to requests and inquiries from the general public.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

 

Experience and Training Guidelines

Minimum Requirements:

 

 Experience:

 

 Four years of increasingly responsible municipal construction or construction inspection experience.

 

 Training:

 

 High School diploma or G.E.D supplemented by specialized training in construction, civil engineering or a related field.

 

Other combinations of experience and education that meet the minimum requirements may be substituted.

 

License or Certificate

 

Possession of, or ability to obtain, a Colorado driver's license.

 

Possession of or ability to obtain materials testing certifications.

 

Possession of or ability to obtain ACI certification.

 

Possession of or ability to obtain Worksite Traffic Technician certification.

The job is characterized by:

 

Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

While performing the duties of this job, the employee is regularly required to sit, stand, walk, stoop, climb, crawl, talk, hear, see and demonstrate manual dexterity. Materials and chemicals may expose the employee to fumes, dust and air contaminants. The employee regularly works in outside weather conditions, near moving mechanical parts. The employee is frequently exposed to wet or humid conditions and vibration. The employee is also required to perform light lifting.
