DEFINITION
Conduct inspections of workmanship and materials used in the construction of various projects to ensure conformance with plans, specifications and City regulations; review various designs for acceptance of materials to be used in construction; recommend changes to materials used based on changing job conditions.
SUPERVISION RECEIVED AND EXERCISED
Receives supervision from the Engineering Program Supervisor.
PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.
1. Conduct inspections on assigned projects; observe construction practices and make possible recommendations to aid in construction efficiency, cost effectiveness or quality.
2. Collect and review data and plans from contractors to ensure materials used meet project specifications; determine if, when and where materials may be used; develop measurements of quantities needed for specified materials.
3. Collect samples and test materials in the field and under laboratory conditions; report results and findings; recommend adjustments or changes based on test results.
4. Operate and maintain laboratory equipment including calibration and verification equipment and nuclear densometers in a safe and effective manner; monitor and order necessary supplies.
5. Document, maintain and update files and records of all quality assurance and quality control testing and inspection performed; prepare payment summaries for materials and work performed.
6. Respond to public inquiries in a courteous manner; provide information within the area of assignment.
7. Conduct inspections of contract performance to ensure compliance with safe work practices and supervision.
8. Prepare project measurements and set-up for use by engineers in development of capital improvement projects.
9. Perform other duties of a similar nature or level.

Knowledge of:
Basic principles and practices of civil engineering.
Physical and mechanical properties of soil, concrete and asphalt.
Methods and techniques of construction materials and soil testing.
Methods and techniques of quality assurance inspection and enforcement.
Modern construction principles, practices and terminology.
Occupational hazards and standard safety practices.
Principles and practices of record keeping.
Mathematic principles including algebra, geometry and trigonometry.
English usage, spelling, grammar and punctuation.
Modern office technology and equipment, including computers and related software applications.

Experience and Training Guidelines
Minimum Requirements:
Experience:
Three (3) years of increasingly responsible construction inspection, quality assurance or materials testing experience.
Training:
High School Diploma or G.E.D., supplemented by college level course work in civil engineering, construction, materials testing or a related field.
Other combinations of experience and education that meet the minimum requirements may be substituted.
License or Certificate
Possession of a valid Colorado driver’s license.
Possession of Colorado LABCAT certifications of Asphalt Technicians, Level A-Field Testing, Level B-Plant Material Control Testing, Level C-Asphalt mixture volumetrics and strength, and Level I-Asphalt Inspector.
Possession of WAQTC Embankment & Base Testing Technician Certification.
Possession of ACI Field Testing Technician-Grade I and Concrete Flatwork Technician Certifications.
Possession of Radiological Safety and Nuclear Gauge Operation training.
