DEFINITION

 

Plan, develop, and implement volunteer programs within the Grand Junction Police  and Fire Department; solicit, recruit, screen, train, and coordinate volunteer activity; assist the departments by providing orientation and training; evaluates and oversees volunteers; coordinate volunteer recognition, programs and activities; work to improve the volunteer organization system; and perform a variety of administrative support tasks and activities in support of the Professional Standards Division. Promote and expand volunteer programs for other City Departments.

Receives direction from the Civilian Manager.

 

 

PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

 

1.  Develop and implement volunteer programs within the Grand Junction Police and Fire Department; coordinate, schedule and document volunteer support; recruit, screen, and schedule new volunteers; schedule and lead regular meetings for volunteers; provide updates and educational training as needed.

 

2.  Coordinate and support the development of volunteer efforts in other City Departments

 

3.  Develop training programs for volunteers, Fire and Police department staff that utilizes volunteers.

 

4.  Recommend and assist in the implementation of goals and objectives for assigned programs and functions; implement policies and procedures; evaluate operations and activities of assigned responsibilities; recommend improvements and modifications.

 

5.  Plan, promote and deliver educational information to officers and the general public regarding volunteer programs and services; provide current and updated material and training to officers regarding available volunteer services and programs.

 

6.  Work to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly with other police department staff to provide quality customer service to citizens.

 

7.  Compose and distribute monthly volunteer and recreational calendars and sign-up sheets; log volunteer hours and monies spent; maintain inventory of activity and equipment.

8.  Maintain volunteer time records and applications; review and evaluate volunteers' ability to perform duties of the position given.

 

9.  Plan, organize, and implement volunteer recognition events and activities.

 

10.  Prepare and maintain a variety of reports, records and logs.

 

11.  Supervise and monitor the activities and performance of the volunteer staff.

 

12. Perform other duties of a similar nature or level.

 

QUALIFICATIONS

 

Knowledge of:

 

Principles and practices of program development and administration.

Principles and practices of a volunteer program including recruitment, selection and training.

Effective communication and listening skills.

Methods and techniques of grant writing and acquisition.

Local community programs and services.

Principles and practices of record keeping.

English usage, spelling, grammar and punctuation.

Modern office technology and equipment, including computers and related software applications.

Applicable Federal, State and local codes, laws and regulations.

 

Ability to:

 

Organize and coordinate the activities and services of a volunteer assistance program. Assess department needs and assign volunteers to meet those needs.

Conduct community surveys, collect and analyze data, assess community needs and revise program services accordingly.

Supervise, direct and coordinate the work of volunteer staff.

Respond to requests and inquiries from the general public and City employees.

Establish and maintain accurate records, logs and files.

Interpret and apply Federal, State and local policies, laws and regulations.

Operate and use modern office equipment including computer and various software applications.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Speak, read, comprehend, and write the English language fluently.

 

 

Experience and Training Guidelines

Minimum Requirements:

 

 Experience:

 

Two (2) years of increasingly responsible administrative experience in the operation of a non-profit or volunteer organization.

 

 Training:

 

Bachelor’s degree from an accredited college or university with major course work in criminal justice, human services, psychology, business administration or a related field.

 

Other combinations of experience and education that meet the minimum requirements may be substituted.

 

License or Certificate

 

Possession of or the ability to obtain a valid Colorado driver’s license.
