DEFINITION
Coordinate victim assistance and senior victim prevention programs and activities including the recruitment and training of volunteers; provide support, information, referrals and advocacy to victims or witnesses of crime or catastrophic events; provide direct services, education and outreach to senior citizen victims of crime or at-risk adults.

SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Civilian Manager.
PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.
1. Coordinate, schedule and document volunteer support; record volunteer call-outs and hours; prepare monthly reports on volunteer activity; recruit and screen new volunteers; schedule and lead regular meetings for volunteers; provide updates and educational training as needed; plan and implement training academies; ensure adequate victim advocate coverage throughout the year, 24 hours a day, and 7 days a week.
2. Receive calls for service from officers and/or victims of crime; follow-up with victims regarding their progress; disburse emergency funds as needed; provide referrals as appropriate.
3. Recommend and assist in the implementation of goals and objectives for assigned programs and functions; implement policies and procedures; evaluate operations and activities of assigned responsibilities; recommend improvements and modifications.
4. Plan, promote and deliver educational information to officers and the general public regarding victim assistance programs and services; provide current and updated material and training to officers regarding victim rights, services and programs; gather statistics and assess needs and concerns.
5. Write and secure grants for the victim assistance program; forecast funds needed for staffing, equipment, materials and supplies; allocate resources accordingly.
6. Create and send victim notification letters to crime victims who have not received information or contact; provide follow-up contact if appropriate.
7. Meet and confer with victim services and organizations within the community.
8. Prepare and maintain a variety of reports, records and logs.
9. Supervise and monitor the activities and performance of the volunteer staff.
10. Perform other duties of a similar nature or level.
QUALIFICATIONS
Knowledge of:
Principles and practices of program development and administration.
Procedures and operations of a victim assistance program.
Principles and practices of a volunteer program including recruitment, selection and training.
Methods and techniques of crime prevention.
Effective communication and listening skills.
Methods and techniques of grant writing and acquisition.
Local community programs and services.
Principles and practices of record keeping.
English usage, spelling, grammar and punctuation.
Modern office technology and equipment, including computers and related software applications.
Applicable Federal, State and local codes, laws and regulations.
Ability to:
Organize and coordinate the activities and services of the victim assistance program.
Assess victim needs and assign volunteers to meet those needs.
Conduct community surveys, collect and analyze data, assess community needs and revise program services
accordingly.
Maintain courtesy and tact in stressful or emergency situations.
Deal effectively with victims or witnesses of crime or catastrophic events.
Supervise, direct and coordinate the work of volunteer staff.
Prepare grant applications and allocated limited resources and funds.
Respond to requests and inquiries from the general public and City employees.
Establish and maintain accurate records, logs and files.
Interpret and apply Federal, State and local policies, laws and regulations.
Operate and use modern office equipment including computer and various software applications.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
Speak, read, comprehend, and write the English language fluently.
Experience and Training Guidelines
Minimum Requirements:
Experience:
Two (2) years of increasingly responsible administrative experience in the operation of a non-profit or volunteer organization.
Training:
Bachelor’s degree from an accredited college or university with major course work in criminal justice, human services, psychology, business administration or a related field.
Other combinations of experience and education that meet the minimum requirements may be substituted.
License or Certificate
Possession of or the ability to obtain a valid Colorado driver’s license.
