DEFINITION
Perform non-sworn law enforcement functions in the analysis of crime data for the Police Department; study crime and profile suspects; develop crime maps, pictometry maps and provide technical assistance to department personnel; forecast criminal activity to assist patrol officers in providing efficient law enforcement.

SUPERVISION RECEIVED AND EXERCISED
Receives direction from assigned Police Sergeant.
PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.
1. Research, compile and analyze data from a variety of public and law enforcement sources including crime reports, parolee and probation information, arrest data, modus operandi information, field interview cards, citation information and other crime related and open-source data; subject data to statistical tests, develop and test hypotheses and write conclusions of findings in a manner which adheres to commonly accepted criminal justice research standards.
2. Identify and analyze crime data to compile information for law enforcement use on crime series, patterns and trends and disseminate information to officers for tactical use; use crime analysis techniques to perform victim and suspect profiling on crime series and on long term investigations.
3. Review information for tactical application, correlate new information with existing intelligence and use computer resources to research criminal history and background information; develop target profile analysis for hotspot areas and identify specific crime types and investigative leads; profile career criminals to identify area and method of operation and disseminate to end users.
4. Create and display crime and statistical data on maps and aerial photographs using GIS technology and techniques; analyze and validate spatial data for use in developing crime hotspots; disseminate information to line users and command staff for tactical decision making and manpower allocation.
5. Prepare a variety of statistical, analytical and narrative reports, which may include spreadsheets, graphs, charts, maps, link charts, associated matrices, bulletins and other supporting documentation; develop target profile analysis for career criminals to assist patrol teams in carrying out tactical operations.
6. Participate in major case investigations and multi-agency task forces; assemble, coordinate and analyze reports and evidence to help investigative efforts; create data tracking matrices, association matrices and prepare telephone toll analysis, hierarchical analyses, visual investigation analyses, link analyses and financial analyses.
7. Provide analytical support to operational divisions within department for strategic and tactical decisions based on needs and/or requests; assist in planning and establishing patrol priorities.
8. Develop and maintain liaisons with other criminal justice personnel within and outside the department; train, advise and educate department staff and members of the public on crime analysis and philosophy.
9. Participate in the development and implementation of goals, objectives, policies, procedures and priorities for assigned programs; recommend improvements and modifications.
10. Perform other duties of a similar nature or level.
QUALIFICATIONS
Knowledge of:
Modern police methods and procedures related to crime prevention and crime analysis.
Organization and functions of municipal law enforcement and criminal law related to crime analysis and dissemination of confidential information.
Principles and practices of criminal profiling.
Modern research techniques including research design and statistical analysis.
Quantitative analysis methodology.
Principles and practices of record keeping.
Advanced mathematical concepts, including statistical analysis and comparison.
English usage, spelling, grammar and punctuation.
Modern office technology and equipment, including computers and related software applications.
Applicable tools and equipment operations.
Applicable Federal, State and local codes, laws and regulations.
Ability to:

Experience and Training Guidelines
Minimum Requirements:
Experience:
Two (2) years of experience in research statistics and quantitative analysis; preferably in a law enforcement or military agency.
Training:
Bachelor’s degree from an accredited college or university with major course work in criminal justice, computer sciences, human behavior, statistics, business administration, public administration or a related field.
Other combinations of experience and education that meet the minimum requirements may be substituted.
License or Certificate
Possession of, or ability to obtain, a valid Colorado driver’s license.
