DEFINITION
Direct, manage, supervise and coordinate assigned division programs and activities within the Police Department; coordinate assigned activities with other departments and outside agencies; and provide highly responsible and administrative support to the Police Chief.

SUPERVISION RECEIVED AND EXERCISED
Receives administrative direction from the Police Chief.
Exercises direct supervision over supervisory, professional, technical and clerical staff.
PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.
1. Assume management responsibility for assigned Police Department division activities and delivery of services including Operations or Administrative activities and services.
2. Participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures.
3. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within Departmental policy, appropriate service and staffing levels.
4. Coordinate, organize and schedule assigned personnel and other resources to achieve departmental goals; assign work activities, projects and programs; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
5. Coordinate department activities with those of other departments, agencies and City officials; assist with planning special operations and task forces.
6. Select, train, motivate and evaluate department personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and recommend termination procedures as appropriate.
7. Participate in the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.
8. Represent the Police Department to other departments, elected officials, media and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations.
9. Provide staff assistance to the Police Chief; participate on a variety of boards, commissions and committees; prepare and present staff reports and other necessary corresponÂdence.
10. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of law enforcement.
11. Respond to and resolve difficult and sensitive citizen inquiries and complaints; respond to questions and information requests from the news media.
12. Serve as the Police Chief in the absence of same.
QUALIFICATIONS
Knowledge of:
Operations, services and activities of a comprehensive law enforcement program.
Principles and practices of law enforcement and police administration, organization and management.
Law enforcement theory, principles and practices and their application to a wide variety of services and programs.
Use of firearms and other modern police equipment.
Recent court decisions affecting law enforcement.
Principles and practices of program development and administration.
Principles and practices of municipal budget preparation and administration.
Principles of supervision, training and performance evaluation.
Pertinent Federal, State and local laws, codes and regulations.
Ability to:
Oversee assigned Police Department division activities and operations.
Organize and coordinate the work of lower level staff

Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.

Serve as the Police Chief as necessary.

Speak, read, comprehend, and write the English language fluently.
Experience and Training Guidelines
Minimum Requirements:
Experience:
Five (5) years of increasingly responsible law enforcement experience including two years of administrative and supervisory responsibility.
Training:
Bachelors degree from an accredited college or university with major course work in criminal justice, police science, public administration or a related field.
Other combinations of experience and education that meet the minimum requirements may be substituted.
License or Certificate
Possession of, or ability to obtain, a valid Colorado driver's license.
Possession of an appropriate, valid P.O.S.T. basic certificate.
