DEFINITION
Manage, plan and coordinate the activities and operations of an assigned section of the Police Department including investigations, community services and training; serve as shift commander on an assigned shift; coordinate assigned activities with other departments and outside agencies; provide highly responsible and complex staff assistance to assigned Deputy Police Chief.

SUPERVISION RECEIVED AND EXERCISED
Receives general direction from assigned Deputy Police Chief.
Exercises direct supervision over supervisory and law enforcement staff.
PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.
1. Manage assigned staff and functions through subordinate supervisors; recommend and approve new hires, terminations and disciplinary actions; ensure training and staff development activities; manage staffing costs.
2. Participate in the development, writing and implementation of goals, objectives, policies, procedures and priorities for assigned programs; recommend improvements and modifications.
3. Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.
4. Participate in the development and administration of the division's annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.
5. Oversee and respond to major crime and accident scenes; supervise investigations, interviews and interrogations in the field; oversee tactical operations, barricaded subjects and hostage situations; conduct highly complex or sensitive investigations.
6. Coordinate assigned police activities with those of other divisions, outside agencies and organizations; provide staff assistance to assigned management staff; prepare and present staff reports and other correspondence as appropriate and necessary.
7. Respond to inquiries from the media and general public; resolve difficult and sensitive complaints; conduct meetings with local media personnel; prepare news releases; provide interviews to media personnel upon request.
8. Review, monitor and update various reports, statistical data, manuals and other documents; review reports for compliance with operations and regulations.
9. Maintain contact with civic leaders and community groups; respond to inquiries; provide training and education related to police department activities.
10. Perform other duties of a similar nature or level.
QUALIFICATIONS
Knowledge of:
Principles of supervision and training.
Police methods and procedures including patrol, crime prevention, traffic control and investigation.
Principles of budget preparation and administration.
Laws governing the apprehension, arrest and custody of persons accused of felonies, misdemeanors and petty offenses.
Principles and applications of crime prevention.
Operational characteristics of police equipment, vehicles and tools including firearms.
Principles and applications of public relations.
Recent court decisions affecting law enforcement.
Principles of business letter writing and basic report preparation.
Principles and practices of record keeping.
Advanced mathematical concepts, including statistical analysis and comparison.
English usage, spelling, grammar and punctuation.
Modern office technology and equipment, including computers and related software applications.
Applicable Federal, State and local codes, laws and regulations.
Ability to:

Experience and Training Guidelines
Minimum Requirements:
Experience:
Two (2) years of increasingly responsible law enforcement experience equivalent to that of a sergeant.
Training:
Associate’s Degree from an accredited institution with course work in criminal justice, police science or a related field.
Other combinations of experience and education that meet the minimum requirements may be substituted.
License or Certificate
Possession of a valid Colorado driver’s license.
Possession of a valid P.O.S.T. basic certificate.
