DEFINITION
Supervise, coordinate and direct the Fire Prevention Bureau; perform plan reviews for code compliance, general and hazardous materials inspections, and construction and fire permitting; conduct pre-planning, fire and environmental damage investigations, and fire and life safety education; coordinate assigned activities with other divisions, departments, and outside agencies; perform a variety of administrative tasks in support of assigned area of responsibility.

SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Fire Chief.
Exercises supervision over assigned Fire Prevention Bureau personnel and operations staff when assigned to fire and/or environmental damage investigations.
PRIMARY DUTIES – The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.
1. Plan, prioritize, assign, supervise, and review the work of assigned staff or division; participate in the selection of assigned staff; provide or coordinate staff training and certifications; work with employees to correct deficiencies; implement discipline procedures.
2. Recommend and assist in the implementation of goals and objectives for assigned programs and functions; implement policies and procedures; evaluate operations and activities of assigned responsibilities; recommend improvements and modifications.
3. Oversee and perform plan reviews for code compliance, code compliance inspections, including life safety, of existing buildings and new construction; ensure all related paperwork is complete and accurate.
4. Oversee and coordinate fire investigations and investigation of incidents involving environmental damage; respond on fire and emergency incidents as needed to manage fire prevention and/or investigation duties; maintain positive working relationship with local law enforcement agencies, county and district court systems, and any other outside agency contacted in the course of work.
5. Oversee and coordinate the development and maintenance of pre-plans.
6. Oversee community fire and life safety education programs; prepare and disseminate fire prevention information to citizens, media, and City staff.
7. Manage the adoption of fire codes and standards; develop policy and coordinate implementation and interpretation of codes and regulations.
8. Represent the City and Department for conflict resolution involving the fire code and related policy issues; coordinate and participate in community risk/hazard analysis and long range planning.
9. Review and make recommendations regarding permits issued and fees collected by the Fire Prevention Bureau.
10. Participate in the development and administration of the divisional annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures.
11. Participate as a member of the Department Command Staff; actively participate as a member of the Colorado State Fire Marshal’s Association; coordinate with the Mesa County Building Department (MCBD) and act as the designated department liaison with the MCBD.
12. Perform other duties of a similar nature or level.
QUALIFICATIONS
Knowledge of:
Adopted fire code, related interpretations, and related implementation policies.
Principles and practices used for management of a fire prevention bureau.
Methods and techniques used to conduct fire inspections, plan reviews, fire and life safety education, pre-planning activities, and investigations.
Hazardous materials as they relate to the IFC and operations.
Computers and software used by the Fire Prevention Bureau.
Pertinent Federal, State and local codes, laws and regulations.
Ability to:
Effectively lead and administer the personnel and activities of the assigned staff.
Communicate clearly and concisely, both orally and in writing.
Instruct and train both the public and fire personnel.
Respond to requests and inquiries from the general public and City employees.
Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
Operate and use modern office equipment including computer and various software applications.
Establish and maintain accurate records and reports.
Establish and maintain effective working relationships with those contacted in the course of work.
Speak, read, comprehend, and write the English language fluently.
Experience and Training Guidelines
Minimum Requirements:
Experience:
Five years of increasingly responsible fire prevention or fire service experience including three years of administrative and supervisory experience.
Training:
Bachelor’s degree in Business, Public Administration or related field.
Other combinations of experience and education that meet the minimum requirements may be substituted.
License or Certification
Possession of a valid Colorado driver’s license
Possession of or ability to obtain within 1 year, ICC Fire Inspector I certification
Possession of or ability to obtain within 1 year, State of Colorado Fire Suppression System Inspector certification
Possession of or ability to obtain within 2 years, ICC Fire Inspector II certification
Possession of ICC Fire Plans Examiner certification desirable
Possession of State of Colorado Division of Fire Prevention and Control, Public School Fire Safety Program – Fire Inspector III Plans Examiner desirable

While performing the duties of this job, the employee is required to work in potentially hazardous surroundings due to slippery and uneven surfaces, mechanical equipment, electrical currents, high noise levels, extreme weather conditions, and other hazards associated with construction sites or hazardous locations. The employee is regularly required to walk, sit, stand, balance, twist, demonstrate manual dexterity, grasp, talk, hear, and see. The employee is occasionally required to run, push, pull, stoop, reach, kneel, crouch, and lift. The position includes the use of personal protective equipment for fire scene related activities, along with safeguards such as hard hats and hearing protection during field inspections. The employee is required to stay calm and act professionally during stressful and possibly confrontational situations.
