DEFINITION

 

Supervise, assign, review and participate in the work of staff responsible for the operation and maintenance of the City’s water treatment facilities; ensure source water protection and compliance with state and federal regulations; manage and coordinate water services activities with various local, state and federal regulatory agencies and other City departments; oversee a variety of water services programs and perform the administrative tasks relative to assigned area of responsibility.

SUPERVISION RECEIVED AND EXERCISED

 

Receives direction from the Water Services Manager.

 

Exercises direct supervision over assigned water operations staff.

 

 

PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

 

1.  Plan, prioritize, assign, supervise, and review the work of assigned staff; participate in the selection of assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.

 

2.  Manage state and federally mandated drinking water programs; oversee watershed water quality assessment programs; implement practices, policies and procedures to address potential areas of drinking water contamination; coordinate with other watershed interests best management practices for watershed improvement and protections.

 

3.  Interpret environmental lab-generated water quality data and assist water supply staff in making reservoir water releases based on this data to produce the highest raw quality water at water treatment plant; assist staff with sampling, analysis, sample delivery, and sample receipt as needed.

 

4.  Plan, monitor, and interpret data for reservoir monitoring program; determine proper sources of water and management of current resources.

 

5.  Participate in the development and administration of the department’s annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.

 

6.  Participate in the development and implementation of goals, objectives, policies, procedures and priorities for assigned programs; recommend improvements and modifications.

 

7.  Maintain and review a variety of records and logs; verify accuracy of data; prepare a variety of technical reports, plans and maintenance files.

 

8.  Conduct research related to regulations, equipment, and procedures; develop and update operating procedures dealing with plant safety and operations.

 

9.  Perform other duties of a similar nature or level.

 

 

QUALIFICATIONS

 

Knowledge of:

 

Principles of supervision and training.

Principles of budget preparation and administration.

Pertinent Federal, State, and local laws, codes and regulations as they relate to water resources.

Water regulatory agencies and organizations.

Procedures, methods, practices, materials and equipment commonly used water treatment, production, storage and distribution operation.

Occupational hazards and standard safety practices, guidelines and regulations associated with water treatment and water distribution.

Standards, calculations, and methods used to measure the operating efficiency of machinery and equipment used in water treatment and water distribution.

Principles and techniques of the management and use of computerized data base search techniques and retrieval systems.

Principles and practices of record keeping.

English usage, spelling, grammar and punctuation.

Modern office technology and equipment, including computers and related software applications.

Applicable tools and equipment operations.

Applicable Federal, State and local codes, laws and regulations.

 

Ability to:

 

Oversee, direct and coordinate the work of assigned staff.

Coordinate the activities of the water supply system maintenance and repair program.

Prepare, monitor, and administer budgets.

Respond to requests and inquiries from the general public and City employees.

Conduct research projects and analyze technical data to improve operating efficiency; collect, interpret and analyze data and prepare a variety of statistical and written reports.

Operate and use modern office equipment including computer and various software applications.

Experience and Training Guidelines

Minimum Requirements:

 

 Experience:

 

 Four (4) years of experience in the operation and maintenance water systems and facilities.

 

 Training:

 

 High School Diploma or G.E.D. supplemented by specialized training in chemistry, environmental biology, construction technology or a related field.

 

Other combinations of experience and education that meet the minimum requirements may be substituted.

 

License or Certificate

 

Possession of, or ability to obtain, a valid Colorado driver’s license.

 

Possession of a valid Class A Water Treatment Plant Operator certificate issued by the State of Colorado.

 

Possession of, or ability to obtain, the City of Grand Junction Leadership Track certification within two (2) years of appointment.
