DEFINITION

 

Supervise, assign, review and participate in the work of staff responsible for providing maintenance, repair, and reconstruction activities on the City's water supply systems and operations; ensure work quality and adherence to established policies and procedures; and perform the more technical and complex tasks relative to assigned area of responsibility.

Receives general direction from the Water Services Manager.

 

Exercises functional and technical supervision over maintenance staff.

 

 

PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

 

1.  Plan, prioritize, assign, supervise, review and participate in the work of staff responsible for providing maintenance, repair, and reconstruction activities on the City's water supply systems including reservoirs, canals, ditches, water treatment plant, lines, and City properties in watershed areas.

 

2.  Coordinate work crew activities with other crews, divisions, and departments as well as outside agencies and contractors; establish and maintain cooperative working relationships with regulatory agencies, other water suppliers, and customers.

 

3.  Inspect the work of crews in progress and upon completion; provide advice and assistance to crew members; ensure maintenance and construction procedures are completed in a satisfactory and thorough manner and in compliance with City, departmental and safety policies and procedures.

 

4.  Establish schedules and methods for providing assigned services; identify resource, material, and equipment needs; review needs with appropriate management staff; allocate resources accordingly.

 

5.  Recommend and assist in the implementation of goals and objectives; implement approved policies and procedures; ensure proper procedures are in place and implemented for water shut downs and customer notifications during construction and emergency work.

 

6.  Participate in the selection of assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.

 

7.  Participate in the preparation and administration of assigned budgets; submit budget recommendations; monitor expenditures.

 

8.  Establish and maintain cooperative working relationships with regulatory agencies and Kannah Creek customers; answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.

 

9.  Interpret and enforce City policies and procedures related to water rights; coordinate with others on matters that may impact the City's water rights claims.

 

10.  Supervise the maintenance of time, material and equipment use records; track and analyze data related to the evaluation of performance, cost, and service levels.

 

11.  Inspect City water supply facilities and equipment for needed maintenance and repairs; coordinate a system for preventive maintenance.

 

12.  Assist in preparing bid specifications; requisition supplies and materials; maintain appropriate inventory levels.

 

13.  Participate in the full range of operations, maintenance, repair, and construction duties including to perform the most difficult duties assigned to the work unit.

 

14.  Operate the full range of heavy and light equipment.

 

 

QUALIFICATIONS

 

Knowledge of:

 

Operations, services and activities of a comprehensive water supply system operations, maintenance, construction and repair program.

Procedures, methods, practices, materials and equipment commonly used in a water supply system maintenance, construction and repair program.

Types and level of maintenance and repair activities general performed in a water supply system maintenance program.

Elements of construction technology as they relate to assigned construction, maintenance and repair activities.

Standards, calculations, and methods used to measure the operating efficiency of machinery and equipment used in water supply systems.

Principles and procedures of record keeping and reporting.

Basic principles of program budget preparation and control.

Principles of supervision, training and performance evaluation.

Modern office procedures, methods and computer equipment.

Occupational hazards and standard safety practices associated with a water supply system maintenance, construction and repair program.

Pertinent Federal, State, and local laws, codes and regulations.

Maintain accurate records and prepare clear and concise reports.

Ensure staff compliance with Federal, State and local rules, laws and regulations.

Experience and Training Guidelines

Minimum Requirements:

 

 Experience:

 

 Four years of experience in the operation, construction, maintenance, and repair of water systems and facilities including one year of administrative or lead supervisory responsibility.

 

 Training:

 

 Equivalent to completion of the twelfth grade supplemented by specialized training in construction technology or a related field.

 

Other combinations of experience and education that meet the minimum requirements may be substituted.

 

License or Certificate

 

Possession of, or ability to obtain, a valid Colorado driver's license.

 

Possession of, or ability to obtain, a Colorado Class "B" Water Treatment Plant Operator certificate.

 

Possession of, or ability to obtain, a Colorado Class III Water Distribution certificate.

 

Possession of, or ability to obtain, the City of Grand Junction Leadership Track certification within two (2) years of appointment.

 

 

WORKING CONDITIONS

 

Environmental Conditions:

 

The job is performed in the following working environment:

 

Office and field environment; travel from site to site; work around heavy construction equipment; exposure to noise, dust, grease, fumes and inclement weather conditions.; exposure to computer screens.

 

 

Physical Conditions:

 

The job is characterized by:

 

Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

 

The following physical activities are very or extremely important in accomplishing the job’s purpose and are performed on a daily basis:

 

Position requires hearing, talking, sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movements. The position requires both near and far vision for inspecting work and operating assigned equipment. Lifting, carrying and pushing tools, equipment and supplies weighing 50 pounds or more is also required. Materials and chemicals may expose the employee to fumes, dust and air contaminants. Job may require work in confined spaces. The nature of the work also requires the incumbent to climb ladders and use power and noise producing tools and equipment. The employee regularly works in outside weather conditions, near moving mechanical parts. The employee is frequently exposed to wet or humid conditions and vibration. The employee is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.
