DEFINITION

 

Perform duties and responsibilities in support of the City's Industrial Pretreatment Program; participate in the implementation of and assurance of compliance with all applicable state and federal laws and regulations; inspect activities with local businesses and industry; investigate compliance issues; and perform a variety of duties relative to assigned areas of responsibility.

 

 

SUPERVISION RECEIVED AND EXERCISED

 

Receives general supervision from the Industrial Pretreatment Supervisor.

 

 

PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

 

 

1.  Perform duties and responsibilities in support of the City's Industrial Pretreatment Program.

 

2.  Explain and apply applicable local, state, and federal regulations and guidelines governing industrial waste discharges as well as monitoring and reporting requirements.

 

3.  Identify non-domestic sources of wastewater; collect and review non-domestic wastewater discharge and process information.

 

4.  Establish and maintain working relationships with local industries, regulatory agencies, and City departments; distribute materials to collect and disseminate information.

 

5.  Assist in collecting samples of non-domestic sources of wastewater.

 

6.  Inspect non-domestic sources of wastewater to determine compliance with applicable ordinances, laws, regulations, and discharge permits; review required applications and reports; document findings.

 

7.  Provide support to non-domestic sources of wastewater; notify and explain responsibilities according to state and federal requirements.

 

8.  Assist in the investigation and response to instances of noncompliance; assist in identifying non-domestic user noncompliance with applicable ordinances, laws, regulations and discharge permits.

 

9.  Organize and maintain files and records; assist in the preparation of technical reports for management and federal and state regulatory agencies.

 

QUALIFICATIONS

 

Knowledge of:

 

Operations, services and activities of an industrial pretreatment program.

Wastewater treatment and collection system operation.

Pertinent Federal, State and local laws, codes and regulations.

Principles and concepts of mathematics as applied to industrial pretreatment work.

 

Ability to:

 

Perform investigative duties in support of the City's industrial pretreatment program.

Identify inappropriate discharges to the wastewater system.

Assist in business and local industry compliance with mandated pretreatment rules, regulations and standards.

Apply applicable Federal, State and local policies, laws and regulations.

Use and maintain PC databases and spreadsheets.

Maintain accurate records.

Prepare clear and concise reports.

Perform accurate mathematical computations.

Perform assigned work in accordance with appropriate safety practices and regulations.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

 

Experience and Training Guidelines

Minimum Requirements:

 

 Experience:

 

 Pretreatment, storm water, construction, plumbing or related inspection experience.

 

 Training:

 

 High School diploma or G.E.D.

 

Other combinations of experience and education that meet the minimum requirements may be substituted.

 

License or Certificate:

 

Possession of, or ability to obtain, a valid Colorado driver's license.

Physical Conditions:

 

The job is characterized by:

 

Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

 

The following physical activities are very or extremely important in accomplishing the job’s purpose and are performed on a daily basis:

 

Position requires hearing, talking, sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement. Materials and chemicals may expose the employee to fumes, dust and air contaminants. The employee is required to stay calm during stressful situations. The employee is also required to perform light lifting.
