DEFINITION
Inspect local businesses and industry for compliance with the City's industrial pretreatment program; conduct field surveys; perform related research and database management; investigate compliance issues; provide technical assistance for businesses and industries related to applicable regulations, codes, and policies; assist with the collection of wastewater samples.

SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Industrial Pretreatment Supervisor.
PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.
1. Interpret, explain and apply applicable local, state, and federal regulations and guidelines governing industrial waste discharges as well as monitoring and reporting requirements; prepare and review discharge permits and reports; develop various applications and forms to assist in monitoring and implementing policies and procedures.
2. Identify non-domestic sources of wastewater; collect and review non-domestic wastewater discharge and process information; maintain sampling equipment.
3. Participate in the administration of an industrial waste survey; identify and inspect sources of wastewater to determine compliance with regulations; collect, interpret and document chemicals, processes, and other information.
4. Inspect non-domestic sources of wastewater to determine compliance with applicable ordinances, laws, regulations, and discharge permits; review required applications and reports; document findings.
5. Investigate and respond to instances of noncompliance; issue citations to non-domestic users for noncompliance with applicable ordinances, laws, regulations and discharge permits; collect documentation and track progress for potential criminal proceedings.
6. Establish and maintain working relationships with local industries, regulatory agencies, and City departments; develop and distribute materials to collect and disseminate information.
7. Assist in administering a hauled waste program to regulate tank hauler discharges; develop database to incorporate data into permanent record system; review data and permits; perform sampling.
8. Perform annual inspection of permitted industries; review applications and site plans; inspect interceptors and assist in cleaning specified collection systems.
9. Organize and maintain files and records; assist in the preparation of technical reports for management and federal and state regulatory agencies.
10. Perform other duties of a similar nature or level.
QUALIFICATIONS
Knowledge of:
Principles of biology, chemistry, and hydrology.
Standard methods of wastewater sampling.
Methods and procedures of industrial pretreatment technology.
Methods and procedures of water quality inspections and analyses.
Operations, services and activities of an industrial pretreatment program.
General mathematics including addition, subtraction, division, and multiplication.
Wastewater, industrial, biological and chemical processes.
Customer service procedures and principles.
Principles and practices of record keeping.
English usage, spelling, grammar and punctuation.
Modern office technology and equipment, including computers and related software applications.
Applicable tools and equipment operations.
Applicable Federal, State and local codes, laws and regulations.
Ability to:
Perform investigative and enforcement duties in support of the City's industrial pretreatment program.
Respond to requests and inquiries from the general public and City employees.
Establish and maintain accurate records, logs, and files.

Experience and Training Guidelines
Minimum Requirements:
Experience:
One (1) year of industrial pretreatment program experience.
Training:
Bachelor’s degree from an accredited college or university with major course work in biology, chemistry, or environmental engineering.
Other combinations of experience and education that meet the minimum requirements may be substituted.
License or Certificate
Possession of, or ability to obtain, a valid Colorado driver’s license.

Position requires hearing, talking, sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement. Materials and chemicals may expose the employee to fumes, dust and air contaminants. The employee is required to stay calm during stressful situations. The employee is also required to perform light lifting.
