DEFINITION
Plan, organize, implement and monitor the services and activities of the City's Industrial Pretreatment Program; implement and ensure compliance with all applicable state and federal laws and regulations; establish and maintain working relationships with local business and regulatory agencies; investigate and enforce compliance issues; perform a variety of duties relative to assigned areas of responsibility.

SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Wastewater Services Manager.
Exercises supervision over assigned staff.
PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.
1. Plan, prioritize, assign, supervise, and review the work of assigned staff; participate in the selection of assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
2. Enforce program requirements; modify and update legal authority, local limits, permits, enforcement response plans, and standard operating procedures for regulatory programs.
3. Implement approved policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and procedures; implement methods for identification of non-domestic sources of wastewater.
4. Collect, interpret and validate data; update records and surveys; prepare technical reports for management and federal and state regulatory agencies; assist with regulatory agency audits; complete issue permits and clearances.
5. Monitor plan influent/effluent, significant industrial users, and collection system; identify pollutants of concern and determine plant pollutant removal capacities.
6. Participate in the development and administration of the department’s annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.
7. Prepare and maintain a variety of records, reports, and logs.
8. Provide updates for management and legal staff on controversial issues as needed.
9. Perform other duties of a similar nature or level.

Experience and Training Guidelines
Minimum Requirements:
Experience:
Four (4) years of increasingly responsible industrial pretreatment program experience including one year of administrative and supervisory experience.
Training:
Bachelor’s degree from an accredited college or university with major course work in biology or a science related field.
Other combinations of experience and education that meet the minimum requirements may be substituted.
License or Certificate
Possession of, or ability to obtain, a valid Colorado driver’s license.

Position requires hearing, talking, sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement. Materials and chemicals may expose the employee to fumes, dust and air contaminants. The employee is required to stay calm during stressful situations. The employee is also required to perform light lifting.
