DEFINITION
Direct, manage, supervise and coordinate the activities and operations of the Water Services division within the Utilities Department; coordinate assigned activities with other divisions, departments and outside agencies; provide highly responsible and complex administrative support to the Utilities Director.

SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Director of Utilities.
Exercises direct supervision over assigned water services staff.
PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.
1. Manage assigned staff and functions through subordinate supervisors; recommend and approve new hires, terminations and disciplinary actions; ensure training and staff development activities; manage staffing costs.
2. Oversee and coordinate the services and activities of the Water Services division within the Utilities Department including water supply, water treatment, pipeline operations and maintenance, and irrigation system services and activities.
3. Participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; develop long-range business plans; recommend capital projects for water supply, treatment, and distribution; recommend and administer policies and procedures.
4. Conduct research related to water rights, loss, conservation, cross connection control, water consumption/availability and other related issues; develop, compile and produce complex technical reports and spreadsheets; analyze information and make recommendations based on findings; implement corrections as needed.
5. Oversee and participate in the development and administration of the Water Services division annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; evaluate cost-saving or revenue-producing approaches; monitor and approve expenditures; implement adjustments.
6. Identify and implement various special projects; determine parameters and guidelines for assigned projects; review capital improvement plans related to water supply, treatment, and distribution services; provide input regarding future capital needs and maintenance activities.
7. Interpret and enforce City policies and procedures related to water rights; coordinate with water rights attorneys and engineers on matters that may impact the City's water rights claims.
8. Plan, implement, and coordinate scheduled maintenance activities on reservoirs, canals, ditches, treatment plants, water lines repairs and replacements, water meter systems, and irrigation systems; prioritize activities as needed.
9. Serve as the liaison for the Water Services division with other divisions, departments, outside agencies, and the general public; establish and maintain cooperative working relationships with regulatory agencies, water suppliers, and customers.
10. Provide responsible staff assistance and technical expertise to the Utilities Director; recommend modifications to water resources programs, policies and procedures as appropriate; support Utilities Director in negotiation and resolution of sensitive and controversial issues.
11. Perform other duties of a similar nature or level.

Experience and Training Guidelines
Equivalent to:
Experience:
Five (5) years of water treatment, distribution and operations program management experience including two (2) years in a supervisory capacity.
Training:
Associate’s Degree from an accredited institution with course work in engineering, construction technology or a related field. Bachelor’s degree is desirable.
Other combinations of experience and education that meet the minimum requirements may be substituted.
License or Certificate
Possession of, or ability to obtain, a valid Colorado driver’s license.
Possession of a valid Class II Water Distribution certification issued by the State of Colorado.
Possession of a valid Class "A" Water Treatment Plant Operator certification issued by the State of Colorado.
Possession of, or ability to obtain, the City of Grand Junction Leadership Track certification within two (2) years of appointment.
