DEFINITION
Direct, manage, supervise and coordinate the activities and operations of assigned divisions within Public Works, Utilities, and Planning including water and wastewater operations, environmental laboratory functions, solid waste collections and recycling, irrigation services, street and storm drainage systems and facilities maintenance; coordinate assigned activities with other divisions, departments and outside agencies; provide highly responsible and complex administrative support to the Public Works, Utilities, and Planning Director.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Public Works, Utilities, and Planning Director.
Exercises direct supervision over water, wastewater, laboratory, streets, solid waste and facilities management staff.
PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.
1. Manage assigned staff and functions through subordinate supervisors; recommend and approve new hires, terminations and disciplinary actions; ensure training and staff development activities; manage staffing costs.
2. Assume management responsibility for all services and activities of Public Works and Utilities operations including water and wastewater treatment, distribution and collection, laboratory functions, solid waste collections and recycling, irrigation services, street and storm drainage systems and facilities maintenance and activities.
3. Manage and participate in the development and implementation of goals and policies for assigned programs; administer policies and procedures through the division managers.
4. Serve as the liaison for the Public Works and Utilities operations with other City divisions, departments and outside agencies; interpret rules and regulations; negotiate and resolve sensitive and controversial issues.
5. Oversee customer service program for assigned functions; review and resolve elevated customer service issues; establish related policies and procedures.
6. Oversee and participate in the development and administration of the annual operating and capital budget for assigned operations; participate in the forecast of funds needed; monitor and approve expenditures; implement adjustments.
7. Direct the development and administration of the City's capital improvement program as it relates to utilities and facilities; review plans, engineering reports and budget estimates.
8. Coordinate and review the work plan for assigned programs; assign work activities, evaluate work products, and meet with staff to identify and resolve problems.
9. Provide staff assistance to the Public Works, Utilities, and Planning Director; conduct a variety of organizational studies, investigations and operational studies; recommend modifications to programs, policies and procedures as appropriate.
10. Perform other duties of a similar nature or level.
QUALIFICATIONS
Knowledge of:
Principles and practices of leadership.
Operations and activities of municipal solid waste, street and facility programs and water, wastewater and irrigation utility programs.
Management practices as applied to the analysis and evaluation of programs.
Customer service principles and problem resolution techniques.
Principles of capital improvement project engineering and construction.
Methods, materials, techniques, and equipment used in the construction, operation and maintenance of water, sewer, storm water, streets and solid waste systems and facilities.
Operational characteristics of facilities, equipment and systems of assigned areas.
Advanced principles and practices of municipal budget preparation, administration and long range financial
planning.
Recent developments, current literature and information related to Utilities and Streets Systems operations.
Occupational hazards and standard safety precautions necessary in the work.
English usage, spelling, grammar and punctuation.

Ability to:
Oversee and participate in the management of a comprehensive Utilities and Streets Systems program.

Experience and Training Guidelines
Equivalent to:
Experience:
Five (5) years of utility and/or street system related program management experience including two (2) years in a supervisory capacity.
Training:
Bachelor’s degree from an accredited college or university with major course work in engineering, business administration, public administration or a related field.
Other combinations of experience and education that meet the minimum requirements may be substituted.
License or Certificate
Possession of, or ability to obtain, a valid Colorado driver’s license.
