DEFINITION

 

Provide leadership and strategic direction to assigned City departments and programs; collaborate with the City Manager to develop and implement the City's goals, objectives, and strategic initiatives; ensure assigned department functions align with the City’s goals, policies, and legal requirements; manage and evaluate their assigned City departments, develop and implement strategic priorities, foster strong relationships with businesses, community groups, and other stakeholders; and provide highly responsible and complex assistance to the City Manager.

Receives direction from the City Manager.

 

Exercises direct supervision over assigned department directors.

 

PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

 

1.  Assist the City Manager in planning, directing, and coordinating the City's strategic plan, goals, policies, and priorities; oversee implementation by assigning projects, defining programmatic responsibilities, and evaluating operational effectiveness; collaborate with management staff to develop initiatives that align with City priorities and enhance service delivery.

 

2.  Oversee the operations of assigned City departments, ensuring efficient service delivery, alignment with City priorities, and compliance with all applicable laws and policies; provide leadership to department directors by supporting workforce development, fostering teamwork, and promoting a high-performance, service-oriented culture; establish performance expectations, monitor progress, and implement best practices to enhance accountability, innovation, and efficiency.

 

3.  Represent the City in intergovernmental affairs, regional partnerships, and collaborative initiatives with other agencies; advocate for City priorities, develop strategic partnerships, and secure funding opportunities.

 

4.  Assist in developing and overseeing the City’s budget; ensure assigned departments operate within budgetary constraints and align financial resources with strategic priorities.

 

5.  Assist the City Manager in formulating and executing policies that impact City operations; research, evaluate, and recommend policy changes to enhance service delivery and organizational effectiveness.

6.  Serve as a liaison between the City, businesses, residents, and community groups; strengthen public trust by enhancing transparency, responsiveness, and civic engagement.

 

7.  Prepare reports, presentations, and agenda items for City Council meetings; provide recommendations on Citywide policy and operational matters, ensuring alignment with Council priorities.

 

8.  Lead or support high-priority projects, including infrastructure initiatives, capital planning, and Citywide programs; work closely with internal and external stakeholders to ensure timely execution.

 

 

9.  Provide direct assistance to the City Manager on high-level initiatives, special projects, and policy matters; serve as Acting City Manager when designated.

 

10.  Perform other duties as assigned.

 

 

QUALIFICATIONS

 

Knowledge of:

 

Municipal government services, organizational structure, and political framework.

Public relations and interrelationships with community groups and agencies, private businesses and firms, and other levels of government

Effective public speaking and presentation techniques.

Mediation, facilitation and problem-solving skills.

English usage, spelling, grammar and punctuation.

Modern office procedures, methods and equipment including computers.

Principles and practice of project management.

Principles of supervision, training and performance evaluation.

Methods of analyzing, evaluating and modifying administrative procedures.

Research methods and sources of information related to urban growth and development.

Pertinent Federal, State and local laws, codes and regulations.

Experience and Training Guidelines

Minimum Requirements:

 

 Experience:

 

 Seven (7) years of increasingly responsible in municipal government, public administration, or related field.

 

 Training:

 

 Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, or a related field.

 

Other combinations of experience and education that meet the minimum requirements may be substituted.

 

 

License or Certificate:

 

Possession of, or ability to obtain a valid Colorado Driver’s license.
