DEFINITION

 

Plan, direct, manage and oversee the activities and operations of the Parks & Recreation Department including recreation and community services programs, parks planning and maintenance and facility management; coordinate assigned activities with other departments and outside agencies; and provide highly responsible and complex administrative support to the City Manager.

SUPERVISION RECEIVED AND EXERCISED

 

Receives general administrative direction from the City Manager.

 

Exercises direct supervision over management, supervisory, professional, technical and clerical staff.

 

 

PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

 

1.  Plan, direct, manage and oversee the activities and operations of the Parks & Recreation Department including recreation and community services programs.

 

2.  Recommend, develop and implement short and long range strategic direction to align the department with the vision and goals of the City; provide high-level strategic analysis and advice to the City Manager and City Council on park, recreation, open space and other matters concerning the Parks and Recreation Department and the community. 

 

3.  Provide leadership and direction to managers and staff members to ensure the continued development and management of an efficient organization.  Establish effective decision making processes that achieve goals and objectives.

 

4.  Engage the public in active participation in Parks and Recreation programs and build community support and partnerships with schools, civic associations, sports associations, nonprofits and other stakeholders.

 

5.  Represent the City in various capacities, including preparing and presenting agenda items to the City Council and Parks and Recreation Commission and negotiating with potential developers for public land dedication.

 

6.  Plan, direct and coordinate, through subordinate level staff, the Parks & Recreation Department's work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.

 

7.  Assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.

 

8.  Select, train, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

 

9.  Oversee and participate in the development and administration of the department budget to include general fund expenditures, conservation trust fund and capital funds with an emphasis on strategic goals and service delivery to the citizens; approve the forecast of funds needed for staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.

 

10.  Explain, justify and defend department programs, policies and activities; negotiate and resolve sensitive and controversial issues; respond to and resolve difficult and sensitive citizen inquiries and complaints.

 

11.  Represent the Parks & Recreation Department to other departments, elected officials and outside agencies; respond to complex questions, complaints and requests for information; meet with citizen groups, neighborhood associations, state and federal officials and various adult and youth sports organizations to address department related issues.

 

12.  Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of parks and recreation administration.

 

13.  Oversee and provide input into research and applications for grants. Solicit donations for special parks and recreation programs.

 

QUALIFICATIONS

 

Knowledge of:

 

Operations, services and activities of a comprehensive parks and recreation program.

Principles and practices of parks and recreation program development and administration.

Methods and techniques of parks planning and facilities maintenance.

Principles and practices of municipal budget preparation and administration.

Principles of supervision, training and performance evaluation.

Pertinent Federal, State and local laws, codes and regulations.

Prepare clear and concise administrative and financial reports.

Prepare and administer large and complex budgets.

Interpret and apply applicable Federal, State and local policies, laws and regulations.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Speak, read, comprehend, and write the English language fluently.

 

 

Experience and Training Guidelines

Minimum Requirements:

 

 Experience:

 

 Seven (7) years of increasingly responsible parks and recreation program development experience including three years of management and administrative responsibility.

 

 

 Training:

 

 Equivalent to a Bachelors degree from an accredited college or university with major course work in public administration, leisure studies or a related field.

 

Other combinations of experience and education that meet the minimum requirements may be substituted.

 

License or Certificate

 

Possession of, or ability to obtain, the City of Grand Junction Leadership Track certification within two (2) years of appointment.
