DEFINITION

 

Plan, direct, manage and oversee the activities and operations of the Public Works and Planning Department including office and field engineering, transportation engineering, construction services, neighborhood services, planning, real estate and survey; coordinate assigned activities with other departments and outside agencies; and provide highly responsible and complex administrative support to the City Manager.

 

 

SUPERVISION RECEIVED AND EXERCISED

 

Receives general administrative direction from the City Manager.

 

Exercises direct supervision over management, supervisory, professional, technical and clerical staff.

 

 

PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

 

1.  Assume full management responsibility for all Public Works and Planning Department services and activities including office and field engineering, transportation engineering, construction services, neighborhood services, planning, real estate and survey services and activities; recommend and administer policies and procedures.

 

2.  Manage the development and implementation of Public Works and Planning Department goals, objectives, policies and priorities for each assigned service area; prepare and supervise the preparation of the City's long-range future growth and development plans and programs.

 

3.  Establish, within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.

 

4.  Represent the Public Works and Planning Department to other departments, elected officials, citizens and outside agencies; meet with and advise individual property owners and community associations on public works policy and engineering matters; explain, justify and defend department programs, policies and activities; negotiate and resolve sensitive and controversial issues and complaints.

 

5.  Confer with engineers, developers, architects and variety of agencies and the general public in acquiring information and coordinating engineering and public works matters.

 

6.  Oversee and participate in the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.

 

7.  Plan, direct and coordinate, through subordinate level staff, the Public Works and Planning Department's work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems; coordinate assigned activities with those of other departments and outside agencies and organizations.

 

 

 

8.  Assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.

 

9.  Select, train, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

 

10.  Direct the evaluation, selection, and administration of outside consulting contracts for public works and planning related services.

 

11.  Provide complex technical and administrative support to the City Manager, City Council, and Planning Commission on engineering related matters; direct special projects and research as assigned; prepare and present staff reports and other necessary correspon­dence.

 

12.  Participate on a variety of boards, commissions and committees; direct the preparation of agenda items and staff reports for the City Council, Planning Commission, and other committees, commissions, and boards involved in engineering, public works planning, and transportation engineering activities.

 

13.  Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of public works and planning.

Experience and Training Guidelines

Minimum Requirements:

 

 Experience:

 

 Seven years of increasingly responsible public works and engineering experience including three years of management and administrative responsibility.

 

 Training:

 

 Equivalent to a Bachelors degree from an accredited college or university with major course work in civil engineering or a related field. A Master's degree in public administration is preferred.

 

License or Certificate

 

Possession of, or ability to obtain, registration as a Professional Engineer in the State of Colorado.

 

Possession of, or ability to obtain, a valid Colorado driver’s license.
