DEFINITION
Assist with the development, implementation, and ongoing application of the Utilities Department Asset Management Program that optimizes cost, level of service and risk. Assist with various initiatives including asset inventories, analyzing maintenance records, and performing condition assessments; work with water and wastewater staff to continuously improve preventative maintenance programs and identify projects for capital improvement programs; monitor performance metrics; coordinate planning-level studies; and assist with business case analyses. Assist with forecasting the long-range water and wastewater infrastructure replacement/rehabilitation program using industry maintenance strategies, risk/criticality prioritization, and Level of Service (LOS) goals to minimize total life-cycle cost.

SUPERVISION RECEIVED AND EXERCISED
Receives direction from Utilities Director, Wastewater Services Manager, and Water Services Manager.
PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.
1. Assist with planning and coordinating the activities and operations of the utilities asset management program; maintain utility asset inventories for water and wastewater infrastructure including water supply reservoirs, water supply and distribution pipelines, water treatment plants, wastewater collection system, and wastewater treatment plant.
2. Utilize enterprise asset management software; analyze program data; recognize issues and trends; identify options, consequences, and develop conclusions and recommendations to improve infrastructure condition and reliability.
3. Assist with developing asset management performance goals, measure progress, and develop reports to track progress.
4. Assist with the development and updating of the 10-year capital improvement program for water and wastewater infrastructure.
5. Participate in asset management planning including life cycle cost management, capital improvement planning, long-range master planning, Utility inputs to Comprehensive Plan, and hydraulic/water supply modeling.
6. Coordinate with engineering to maintain Utility infrastructure standards.
7. Coordinate engineering studies for assigned projects; coordinate start up meetings; perform calculations and modeling; prepare conceptual plans of infrastructure improvements; coordinate departments and jurisdictions involved in projects; and assist with budgetary cost estimates.
8. Participate in the selection of consultant engineers for various studies and condition assessments; assist with developing scopes of work; participate in the preparation of Requests for Proposals and Requests for Qualifications; advertise for bids; participate in the review of proposals and bids; participate in award of contract.
9. Coordinate with engineering and operations staff through project design, construction, and commissioning phases to ensure appropriate turnover of new assets and maintenance management to Utility Department.
10. Perform other duties of a similar nature or level.
QUALIFICATIONS
Knowledge of:

Methods, materials, techniques, and equipment used in the construction, operation and maintenance of water and wastewater utilities infrastructure and structures.
Procedures, methods and techniques of data collection and analysis.

Prepare, monitor, and administer project budgets.
Respond to requests and inquiries from the general public and City employees.
Establish and maintain accurate records, logs, and files.
Interpret and apply Federal, State and local policies, laws and regulations.
Operate and use modern office equipment including computer and various software applications including Computerized Maintenance Management Software (CMMS), GIS and Utility Enterprise Asset Management software applications proficiently.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
Speak, read, comprehend, and write the English language fluently.
Experience and Training Guidelines
Minimum Requirements:
Experience:
Two (2) years of work experience related to water supply, water and wastewater treatment, and sewer collection/water distribution systems including one (1) year on the area of asset management.
Training:
Bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field.
Other combinations of experience and education that meet the minimum requirements may be substituted.
License or Certificate
Possession of, or ability to obtain, a valid Colorado driver’s license.
Certified Maintenance & Reliability Technician (CMRT) or Certified Reliability Leader (CRL), preferred.
Possession of, or ability to obtain, registration as a Engineer-in-Training (EIT) in the State of Colorado within 1 year of employment.
