DEFINITION
Implement creative recruiting and sourcing strategies to attract and engage talent to meet the needs of the City; develop and maintain effective partnerships with hiring managers to understand position needs; develop and grow the department’s recruitment social media accounts; ensure each candidate has a positive recruiting experience with the organization; establish and maintain ongoing relationship with universities, community colleges, workforce centers, high school career centers and industry contacts to promote the City as an Employer of Choice; plan and develop comprehensive outreach programs; participate in on-site recruiting; research and analyze hiring statistics to evaluate recruiting and marketing efforts.

Receives direction from the Human Resources Supervisor.
PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.
1. Define, implement and execute creative recruiting and sourcing strategies to attract and engage talent to meet the needs of the City.
2. Develop and maintain effective partnerships with hiring managers to understand position needs and determine recruiting strategy; conduct follow ups to determine effectiveness of recruiting plans.
3. Develop, manage and grow the department’s recruitment social media accounts; create, curate, and upload content; implement interactive social engagement strategies; collaborate with Visit Grand Junction and the City Manager’s Office to represent a consistent brand across all platforms; manage a content calendar to provide new, relevant and intriguing content to potential applicants.
4. Monitor, interact, and respond to applicants to cultivate engagement and create brand awareness; ensure each candidate has a positive recruiting experience with the organization; coordinate site tours, ride-a-longs and shadow events to maximize exposure for potential applicants; assist in the on-boarding development plan and implementation for successful transition of new hire.
5. Establish and maintain ongoing relationship with universities, community colleges, workforce centers, high school career centers and industry contacts to promote the City as an Employer of Choice; plan and develop comprehensive outreach programs; participate in job fairs and on-site recruiting.
6. Research and analyze hiring statistics to evaluate recruiting and marketing efforts and translate data into recommended plans to revise social media, content marketing, search engine optimization and advertising campaigns.
7. Manage the recruiting and marketing budget.
8. Assist with employee relations, training and development.

Minimum Requirements:
Experience:
One (1) year of professional experience in recruiting, social media management, sales, marketing, communications, public relations, or human resources.
Training:
Bachelor’s degree from an accredited college or university with major course work in marketing, communications, public relations, human resources or a related field.
Other combinations of experience and education that meet the minimum requirements may be substituted.
License or Certificate
Possession of, or ability to obtain, a valid Colorado driver’s license.
