DEFINITION

 

Direct, manage, and coordinate the activities and operations of the Fire Department’s Emergency Medical Services (EMS) Program; monitor and coordinate the recruitment of emergency medical operations personnel; oversee the development, implementation and delivery of appropriate EMS training programs; implement program goals and objectives; coordinate assigned activities with other divisions, departments and outside agencies; recommend improvements or modifications to department standards and requirements; perform a variety of administrative tasks in support of assigned area of responsibility.

Exercise supervision over assigned operational staff.

 

PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

 

1.  Manage and coordinate the delivery of emergency medical services, training and safety, and medical billing; ensure program quality; monitor program performance; recommend and implement modifications to systems and procedures.

 

2.  Serve as department Quality Assurance Director to the Mesa County EMS Program and in conjunction, develop and implement continuous quality improvement (CQI) programs for all aspects of the department’s emergent and non-emergent medical delivery; ensure CQI for all training and medical billing.

 

3.  Manage quality assurance programs and oversee audits of EMS care and compliance; observe and review the quality of pre-hospital treatment provided by Fire Department personnel; collect and analyze data and complete statistical reports for the quality assurance program and Medical Director to ensure emergency medical service standards are met and patient records maintenance procedures meet legal standards.

 

4.  Ensure compliance with County, State and Federal laws and continuing education requirements; evaluate, develop, and implement continuing education and specialized EMS training programs; coordinate training with outside agencies and department personnel to include basic, continuing education, and field internships for EMS.

 

5.  Oversee contracts for non-emergent services, private billing companies, medical surveillance programs, and ambulance services; plan, schedule, and track equipment needs; ensure compliance with industry standards; develop and review billing procedures and processes associated with specific contracts.

 

6.  Plan, prioritize, assign, supervise, and review the work of assigned staff or division; participate in the selection of assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.

 

7.  Recommend and assist in the implementation of goals and objectives for assigned programs and functions; implement policies and procedures; evaluate operations and activities of assigned responsibilities; recommend improvements and modifications.

 

8.  Oversee and maintain record keeping within assigned records management systems; review reports and data; generate regular reports as needed; ensure compliance and security of records.

 

9.  Manage the licensing and inspection of ambulances and medical response apparatus; ensure proper operation of vehicles and equipment; assist with the development of equipment specifications; research and recommend equipment and apparatus purchases.

 

10.  Oversee emergency medical service equipment and supply procurement, maintenance, and inventory; train personnel in the operation and maintenance of equipment.

 

11.  Participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor assigned budget and approve expenditures; implement adjustments.

 

12.  Serve as the liaison for the EMS program with other divisions, departments, and outside agencies; participate in interagency EMS System planning; negotiate and resolve sensitive and controversial issues.

 

13.  Participate in Local and State-wide disaster planning activities; participate in disaster drills and post-incident analyses.

 

14.  Coordinate with the contracted occupational health provider and management of the infectious disease control program; serve as the department HIPAA Privacy Officer.

 

15.  Develop and implement the hazardous material EMS program within the Fire Department and with area hospitals.

 

17.  Perform other duties of a similar nature or level.

Experience and Training Guidelines

Minimum Requirements:

 

Experience:

 

 Five (5) years of increasingly responsible clinical practice, emergency medical response, emergency management, or fire suppression experience. Three (3) years of administrative and supervisory experience.

 

Education:

 

 Bachelor’s degree from an accredited college or university with major course work in emergency medicine, nursing, management, business administration, fire administration, fire science or a related field.

 

Other combinations of experience and education that meet the minimum requirements may be substituted.

 

License or Certificate

 

Possession of or ability to obtain a valid Colorado driver’s license.

Possession of a valid medical supervisory certificate/certification or Fire Officer I certificate.

Possession of a valid State of Colorado EMT-P certificate or higher.

Possession of, or ability to obtain within one year, a valid Advanced Cardiac Life Support certificate.

Possession of, or ability to obtain within one year, Incident Command System 300 certificate.
