DEFINITION
Perform professional level duties and responsibilities in support of recruitment, selection, and retention of City employees; develop effective recruitment plans; source applicants; monitor and participate in the administration of advertising, including coordinating social media recruitment efforts; review and recommend written policy relating to hiring and training needs of City employees; coordinate Department recruitment and retention teams; participate on a variety of committees; coordinate assigned activities with other departments, divisions, outside agencies and service providers.

SUPERVISION RECEIVED AND EXERCISED
Receives direction from Sergeant in assigned area.
PRIMARY DUTIES - The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.
1. Collaborate with human resources and department hiring managers to develop effective recruitment plans; prepare job announcements for postings; review applications and evaluate supplemental questionnaires; conduct technical testing processes; schedule candidates for interview and testing processes; assist with the development of interview questions and scoring criteria; actively source applicants and prepare employment related documents.
2. Advise departments, supervisors, employees, and the public on recruitment policies and procedures; plan, schedule, conduct and participate in applicant testing processes; actively source applicants and monitor recruitment efforts.
3. Plan, coordinate and attend career fairs promoting job opportunities with the City; plan and develop recruiting events; monitor and track effectiveness of events.
4. Research, recommend, and implement new recruiting strategies for attracting the highest quality candidates locally and nationally.
5. Participate and develop plans for advertising strategy of ad placement for recruitment efforts, including social media.
6. Coordinate and assist with background investigations and reference checks; schedule drug testing and other pre-employment tests and processes; coordinate and participate in new employee orientation training.
7. Develop and train department recruiting and retention teams; research, recommend, and implement personnel retention strategies; coordinate events or initiatives focusing on employee retention.
8. Establish and maintain the department recruiting websites and other social media channels dedicated to recruiting; respond to candidate inquiries.
9. Develop and maintain manual and computerized records, databases and reports to track personnel and position related actions such as department position vacancies, employee hiring, reclassifications, and other tracking as required.
10. Perform other duties of a similar nature or level.
QUALIFICATIONS
Knowledge of:
Principles and practices of employee recruitment, selection and retention.
Website construction, social media advertising, professional publications advertising, radio and television advertising.
Professional brochure and recruiting video production.
Principles and applications of graphic design and layout.
Principles and practices of data analytics.
Modern office technology and equipment, including computers and related software applications.
Social media platform experience relative to recruiting opportunities.
Referral programs and other incentives used to attract candidates.
Background investigation procedures and policies.
Interviewing procedures and practices.
EEOC personnel hiring practices and related laws.
English usage, spelling, grammar and punctuation.
Ability to:
Assist in developing and maintaining department website and social media channels.
Operate a variety of software applications.
Write and/or edit written materials for publication.
Communicate and coordinate recruitment events throughout the year.
Prepare clear and concise reports.
Maintain complex files and records.
Use sound judgment in evaluating and implementing decisions.

Experience and Training Guidelines
Minimum Requirements:
Experience:
Two (2) years of professional human resources program experience including recruiting and retention and social media management.
Training:
Equivalent to a bachelor’s degree from an accredited college or university with major course work in business administration, human resources, public relations, communications, public relations, or a related field.
Other combinations of experience and education that meet the minimum requirements may be submitted.
License or Certificate
Possession of, or ability to obtain, Colorado Driver License.
