DEFINITION

 

Develop, implement, and evaluate the City’s housing and homelessness initiatives and Community Development Block Grant (CDBG) program; develop and coordinate a comprehensive and integrated approach to homelessness; organize, expand, and implement housing and homelessness policy recommendations; develop service and housing opportunities through relationships with nonprofit organizations and governmental agencies; facilitate housing creation and preservation, and develop implementation strategies.

Receives direction from the Housing Supervisor.

 

 

PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

 

1.  Recommend and implement housing goals and strategies aimed at increasing the amount of affordable, attainable, and accessible housing throughout the community, reducing, or preventing homelessness, and affirmatively furthering fair housing.

 

2.  Develop and propose a comprehensive and integrated approach to homelessness through collaborative efforts with City departments, service providers and other governmental agencies.

 

3.  Compile, track, monitor, and evaluate program and statistical data for analysis, reporting, and documentation, track performance measures; and track and evaluate progress of funding awards; develop, monitor, and evaluate program efficacy, equity, and cultural inclusiveness.

 

4.  Monitor, interpret, and apply complex federal, state, and local regulations to grant, CDGB and applicable programs; monitor and analyze legislation and housing and homelessness policy at local, state, and federal levels; evaluate the impact of legislation on City operations and programs; recommend and implement policy and procedural improvements.

 

5.  Develop and implement outreach activities including public meetings, educational forums and programs, stakeholder meetings, and presentations; represent the City at meetings with representatives of governmental agencies, the development community, business and community organizations, and the public; provide technical assistance to stakeholders, prepare communications, presentations, and trainings.

 

6.  Research and identify government and private funding prospects; keep current with funding trends; develop recommendations for funds and programs to help address homelessness; prepare and oversee grant writing activities responsive to program needs.

 

7.  Lead the execution, management, and evaluation of the Community Development Block Grant (CDBG) program, provide overall direction for the program, develop and update procedures, addresses any issues, ensure compliance with all reporting.

 

8.  Oversee Housing and Urban Development (HUD) CDBG-funded projects including requests for project proposals; perform or supervise project eligibility verification and scoring criteria; subrecipient contract negotiations, environmental review process, field inspections and contractor certifications; develop project agreements; provide guidance to grant recipients, audit document reporting, and subrecipient monitoring; maintain compliance, accuracy and timeliness with HUD financial and reporting requirements and City policies.

 

9.  Create, update, and submit the City’s Consolidated Annual Performance and Evaluation Report (CAPER), Annual Action Plan, Assessment of Fair Housing, Citizen Participation Plan, including amendments and performance evaluation reports; develop, implement, and update other plans and reports as needed including the City’s Housing Needs Assessment.

 

10.  Assist in the development of the program budget; manage budgets for special projects and programs.

 

QUALIFICATIONS

 

Knowledge of:

Operations, services and activities of a community planning and development program.

Recent developments, current literature and sources of information related to homelessness, housing,  munici­pal planning and administration.

Service providers and services for homelessness

Principles and practices of grant funding, project management and contract administration.

Regulations of CDBG and HUD Integrated Disbursement and Information System (IDIS).

Financing and grant tools.

Housing and community development plans and studies.

Methods and techniques of effective technical report preparation and presentation.

Methods and techniques of eliciting community participation in planning and development issues.

Municipal development review procedures and requirements.

Modern office procedures, methods, and equipment including computers, word processing, presentation,  and spreadsheet applications.

Pertinent Federal, State, and local laws, codes, and regulations.

Experience and Training Guidelines

Minimum Requirements:

 

 Education:

 Bachelor’s degree in sociology, social work, public administration, planning or related field.

 

 Experience:

 Three years’ experience in homelessness program administration and/or housing program administration, non-profit management, municipal government, or business assistance, including experience in program implementation, communications, and/or public information efforts, or related fields.

 

Other combinations of experience and education that meet the minimum requirements may be substituted.
