DEFINITION

 

Direct, manage, supervise, and coordinate plant maintenance and/or electrical activities and operations of the wastewater division; ensure work quality and adherence to established policies and procedures; lead and coordinate significant maintenance activities and capital projects; participate in the development and implementation of asset management procedures and maintenance practices for equipment and infrastructure.

SUPERVISION RECEIVED AND EXERCISED

 

Receives general direction from the Wastewater Services Manager.

 

Exercises direct supervision over assigned areas and staff.

 

 

PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

 

1.  Plan, prioritize, assign, supervise, and review the work of assigned staff; participate in the selection of assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.

 

2.  Participate in the development and implementation of goals, objectives, and service standards for the assigned maintenance team; monitor and report key performance indicators of workgroup performance; ensure safety programs, policies, and procedures are understood and followed by staff.

 

3.  Participate in project meetings, workshops, and conduct design submittal and plan reviews on behalf of the assigned maintenance team for capital projects involving the treatment plant and collection system lift stations.

 

4.  Plan, coordinate and orchestrate maintenance resources to complete the technical activities associated with daily activities and capital construction projects; review machinery, system, and equipment capability for process design and capital projects.

 

5.  Lead and coordinate significant maintenance and/or electrical activities and capital projects; design, develop, and execute operating plans; coordinate and oversee the work of outside contractors for specialized repairs, modifications, and workload management.

 

6.  Assist in the annual budget preparation for the assigned maintenance team; calculate cost estimates for projects, prepare budget requests, and provide input on maintenance priorities; monitor the maintenance and/or EI&C budget; initiate and provide documentation for purchase requisitions.

 

7.  Participate in the development and implementation of asset management standardized procedures; develop, administer, and monitor the components and performance of the computerized maintenance management software for the asset management and maintenance functions of the division.

 

8.  Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of wastewater maintenance.

 

9.  Perform other duties of a similar nature or level.

 

QUALIFICATIONS

 

Knowledge of:

Principles, methods, materials, and tools employed in the repair and maintenance of pumps, motors, valves, and related equipment.

Wastewater treatment plant operations.

Mechanics, pipefitting, hydraulics, pneumatic, electricity, electronics and millwright, and the tools/instruments used in such maintenance and repair work.

Relationships and dynamics of treatment process flow and physical characteristics.

Regulatory application and operating requirements.

Modern office technology and equipment, including computers and related software applications.

Experience and Training Guidelines

Minimum Requirements:

 

 Experience:

 

 When assigned to Plant Maintenance:

 

 Four (4) years of plant maintenance and repair experience in a commercial or industrial setting including one (1) year of administrative or lead supervisory responsibility.

 

When assigned to Electrical Maintenance & Instrumentation:

 

Four (4) years of progressive experience in electrical and instrumentation maintenance of industrial electrical or electronic and control systems including one (1) year of administrative of lead supervisory responsibility.

 

 Training:

 

High School Diploma or G.E.D. supplemented by specialized training in the areas of mechanical equipment maintenance and repair or related field.

 

Other combinations of experience and education that meet the minimum requirements may be substituted.

 

License or Certificate

 

Possession of, or ability to obtain, a valid Colorado driver’s license.

Possession of, or ability to obtain, the City of Grand Junction Leadership Track certification within two (2) years of appointment.

While performing the duties of this job, the employee is required to see, hear, sit, stand, walk, kneel, squat, stoop, repeatedly twist the upper body, and push or drag objects. The employee is regularly required to perform heavy lifting. The employee is regularly exposed to chemicals and materials that result in additional exposure to fumes, dust, and air contaminants. Job may require work in confined spaces. The nature of the work also requires the incumbent to climb ladders and use power and noise producing tools and equipment.  The employee regularly works in outside weather conditions, near moving mechanical parts. The employee is frequently exposed to wet or humid conditions and vibration. The employee is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The noise level in the work environment is frequently loud.
