DEFINITION
Administer and coordinate the City workers’ compensation and property liability programs and services; conduct claim investigations; analyze claims data and identify trends; assist in the development of strategies to reduce claims costs and improve safety programs; provide a variety of risk management related training to supervisors and employees; conduct safety inspections; monitor regulations and participate in developing and implementing risk management policies and procedures; perform other duties of a similar nature.

SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Risk Manager.
PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.
1. Administer and coordinate workers’ compensation and property liability programs and services; review and evaluate claims reporting and procedures ensuring compliance with relevant regulations and laws; recommend, implement, and administer systems, policies, and procedures.
2. Assist in developing and implementing safety programs and training; ensure employees are trained on relevant safety procedures and regulations; conduct safety inspections; identify potential hazards to prevent future accidents and injuries.
3. Conduct claims investigations; determine the cause and extent of the injuries or damages; interview employees and witnesses and gather evidence to support or deny claims; recommend and implement necessary areas of improvement.
4. Analyze claims data and identify trends to assist in the development of strategies to reduce claims costs and improve safety programs; prepare reports and presentations on claims activities, including trends, costs, and other relevant information.
5. Respond to requests for information, employee inquiries, or concerns and complaints from the public or outside agencies regarding workers’ compensation and property liability policies and procedures; conduct informational meetings and provide advice to management and employees.
6. Participate in the development and administration of the annual budget; participate in the forecast of funds; monitor expenditures; recommend and implement adjustments.
7. Develop and manage relationships with third-party vendors, other departments, outside agencies, and service providers; coordinate activities to ensure claims are processed and resolved timely and efficiently.
8. Serve as lead for the Employee Commercial Driver License training program and the Accident Review Committee; prepare materials, conduct meetings, and conduct follow-up activities.
9. Oversee the administration and coordination of the random drug screening and Commercial Driver’s License/Department of Transportation medical card renewal programs.
10. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of human resources.
QUALIFICATIONS
Knowledge of:
Principles and practices of workers’ compensation and property liability program administration.
Principles, methods, and procedures utilized in classification and compensation system administration.
Modern practices of constructive problem-solving.

Principles and practices of record keeping.
English usage, spelling, grammar, and punctuation.

Experience and Training Guidelines
Minimum Requirements:
Experience:
Three (3) years of increasingly responsible experience in human resources or risk management.
Training:
Bachelor’s degree from an accredited college or university with major coursework in human resources, business administration, public administration, or a related field.
Other combinations of experience and education that meet the minimum requirements may be substituted.
License or Certificate
Possession of, or ability to obtain, a valid Colorado driver's license.
