DEFINITION
Plan, direct, manage, and oversee the daily administration of the Citywide safety and accident prevention program, services, and activities; evaluate safety training requirements; develop program goals and objectives; create and modify policy and procedures in compliance with safety legislation and industry practices; lead investigations and safety audits, develop and present training curriculums; minimize worker injury and property damage through training, education, job hazard analysis and safety promotion; perform a variety of administrative and technical tasks relative to assigned area of responsibility.

SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Human Resources Director.
Exercises direct supervision over the Safety Programs Coordinator.
PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.
1. Plan, direct, manage, and oversee the daily administration of a comprehensive Citywide safety and accident prevention program including implementation of safety standards and regulations in accordance with federal, state and City laws, regulations, and policies and procedures.
2. Develop and implement safety and accident prevention program goals and objectives; develop policies, plans and budgets for assigned programs; establish schedules and methods for providing assigned services; implement policies and procedures.
3. Investigate safety incidents and vehicle accidents to identify root causes, track for audit findings; complete necessary reports and forward to appropriate personnel; develop directives and programs to correct deficiencies; conduct follow-up to determine status of corrective action.
4. Develop and conduct safety training curriculum; observe employees and provide feedback and instruction to ensure that safety training was understood, and safety regulations are complied with.
5. Develop operational standard operating procedures including those to ensure safe storage and distribution on hazardous chemicals; develop traffic control plans as required; develop and revise emergency response plans; maintain Safety Data Sheets and ensure they are updated as required.
6. Inspect, audit and test facilities and workstations for safety hazards; prepare and submit recommendations and reports; inspect, clean and calibrate equipment including fire extinguishers, personal protective equipment and atmospheric testing meters.
7. Observe employee work practices; conduct safety audits and field inspections of job sites; recommend proper measures to ensure a safe workplace and work practices; provide management personnel with feedback and recommendations to manage safety hazards, issues, and concerns.
8. Prepare safety standards, policies, newsletters, web postings, instruction sheets and safety educational materials as needed.
9. Manage and support the Citywide Safety Committee and all subcommittees; provide assistance on training topics, research materials, loss history records, media devices, and education of employees on safe workplace practices and reduction of injuries and/or losses.
10. Develop, implement, and manage a Citywide workplace safety award program to recognize employee contributions to workplace safety.
11. Attend and participate in professional group meetings; stay abreast of technical requirements in the areas of safety and risk management.
12. Perform other duties of a similar nature or level.
QUALIFICATIONS
Knowledge of:
Operations, services and activities of health and safety training programs.
Uses, operating characteristics and limitations of safety equipment.
Rules, regulations, policies and procedures governing workplace safety, including OSHA standards.
Principles and practices of training and assignment.
Methods and techniques of developing and conducting safety training programs.
Principles and procedures used in the proper handling of chemicals.
Principles and procedures of record keeping and report writing.
Occupational hazards and standard safety practices related to area of assignment.
English usage, spelling, grammar and punctuation.

Experience and Training Guidelines
Minimum Requirements:
Experience:
Five (5) years of increasingly responsible safety program development and implementation, public health administration, occupational safety, industrial hygiene, or related field.
Education and Training:
High School Diploma or G.E.D supplemented by specialized training in occupational health and safety or a related field.
Other combinations of experience and education that meet the minimum requirements may be substituted.
License or Certificate
Possession of, or ability to obtain, a valid Colorado driver’s license.
