DEFINITION:

 

Lead, oversee, and participate in all phases of the collection, processing, and maintenance of recyclable materials; coordinate and assign daily work tasks ensuring safe and efficient facility operations; perform a variety of maintenance activities to equipment and machines, including installation, troubleshooting, and repairs; perform other duties as assigned relative to areas of responsibility.

SUPERVISIONS RECEIVED AND EXERCISED

Receives direction from the Recycling and Waste Reduction Supervisor.

 

Exercises lead supervision over recycling staff.

 

PRIMARY DUTIES --The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

 

1.  Perform lead worker functions of staff including assigning and reviewing daily work, providing input to performance evaluations, training other employees, and acting as a resource to staff.

 

2.  Install, repair, and maintain the conveyor systems, baler, blowers, and other recycling machinery and drop-off facility equipment.

 

 

3.  Estimate time, materials and equipment required for jobs assigned; requisition and purchase supplies and materials as required.

 

4.  Manage the processing, quality control, and storage of recyclable materials, as well as assist with the offloading of commercial and drop-off users.

 

 

5.  Administer tests and certifications for employees on equipment operation and safety procedures required for processing recyclable material.

 

6.  Promote a culture of safety through the education of staff on safety policies, address violations, and ensure timely reporting and correction of unsafe practices; conduct or participate in root cause investigations for injuries and incidents.

 

7.  Respond to inquiries and concerns from customers; resolve complaints in an efficient and timely manner.

 

8.  Prepare and maintain a variety of records, reports, and logs.

 

9.  Perform other duties of a similar nature or level.

 

 

QUALIFICATIONS:

 

Knowledge of:

Lead worker concepts, practices, including training and scheduling staff.

Operations, services, and activities of the recycling program and facility processes.

Strong mechanical aptitude, and a working knowledge of electrical and mechanical systems.

Operational characteristics and maintenance requirements of tools and recycling equipment.

Customer service procedures and principles.

Cleaning materials, supplies, and equipment.

Safe work practices.

English usage, spelling, grammar, and punctuation.

Applicable Federal, State, and local codes, laws, and regulations.

Adequate analytical and math skills.

 

Ability to:

Use and operate hand tools, vehicular and stationary mechanical equipment, power tools and equipment required for the work in a safe and efficient manner.

Install, maintain, and repair systems related to the area of assignment.

Understand and follow oral and written directions.

Communicate clearly and concisely, both orally and in writing.

Respond to requests and inquiries from the general public and City employees.

Interpret and apply Federal, State and local policies, laws and regulations.

Operate and use modern office equipment including computer and various software applications.

Establish and maintain effective working relationships with those contacted in the course of work.

Speak, read, comprehend, and write the English language fluently.

 

 

Experience and Training Guidelines

Minimum Requirements:

Experience:
Three (3) years of increasingly responsible facilities maintenance experience.

 
Training:
High School Diploma or G.E.D.
 
Other combinations of experience and education that meet the minimum requirements may be substituted.

 

License or Certificate

Possession of, or ability to obtain, Colorado Class “B” commercial driver’s license with an air brake endorsement within 90 days of hire.

 

Possession of, Front loader, Skid Steer, and Forklift certification.

 

Possession of, or ability to obtain, the City of Grand Junction Leadership Track certification within two (2) years of appointment.

The job is characterized by:

Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

 

The following physical activities are very or extremely important in accomplishing the job's purpose and are performed daily:

 

Position requires hearing, talking, sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movements. The position requires both near and far vision for inspecting work and operating assigned equipment. Lifting, carrying and pushing tools, equipment and supplies weighing 50 pounds or more is also required. Materials and chemicals may expose the employee to fumes, dust and air contaminants. Job may require work in confined spaces. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, and work in heavy vehicle traffic conditions. The employee regularly works in outside weather conditions, near moving mechanical parts. The employee is frequently exposed to wet or humid conditions, vibration and street traffic. The employee is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The noise level in the work environment is frequently loud.
