DEFINITION
Direct, manage, supervise, and coordinate the activities and operations of the solid waste, recycling, and waste reduction and diversion programs and services; coordinate assigned activities with other divisions, departments, and outside agencies; provide highly responsible and complex administrative support to the Deputy General Services Director.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Deputy General Services Director.
Exercises direct supervision over supervisory, professional, and technical staff within the Solid Waste, Waste Reduction and Recycling Division programs, services, and facilities.
PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.
1. Direct, oversee, and coordinate the services and activities of the solid waste, waste reduction and recycling programs, services, and facilities, including the planning, development, and implementation of new and enhanced waste reduction and diversion programs; establishment of schedules, means and methods for effective and efficient collection services, facility operations and maintenance, and all other recycling and waste diversion activities.
2. Manage assigned staff and functions through subordinate supervisors; evaluate personnel and work with employees to correct deficiencies; recommend and approve new hires, terminations, and disciplinary actions; ensure training and staff development activities; manage staffing costs.
3. Assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; recommend and implement change.
4. Participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; develop long-range business plans; recommend and administer policies and procedures.
5. Oversee and participate in the development and administration of the annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; evaluate cost-saving or revenue-producing approaches; monitor and approve expenditures; implement adjustments.
6. Direct and oversee the planning, implementation, and coordination in the acquisition, construction, and replacement of new facilities and equipment; oversee the development of operating plans, requests for proposals, and bid proposals.
7. Perform detailed financial and business operation analysis of data in areas of assignment to include long range financial planning, financial analysis and reporting, cost and margin analysis, forecasting revenues and expenditures; identify and report trends, issues, and opportunities for improvement of business processes; provide recommendations and strategic insights based on analysis.
8. Serve as the liaison for recycling, waste diversion and solid waste with other divisions, departments, outside
agencies, and the general public; respond to and resolve difficult and sensitive inquiries and complaints; receive, research, and respond to requests for service and information; establish and maintain cooperative working relationships with regulatory agencies; serve as the primary point of contact with federal, state and local regulators.
9. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of solid waste, recycling, and waste diversion programs and technologies.
10. Perform other duties of a similar nature or level.
QUALIFICATIONS
Knowledge of:
Principles of supervision and training.
Principles of budget preparation and administration.
Operations, services, and activities of a comprehensive recycling and waste diversion program. Knowledge of solid waste landfill, transfer station, recycling, and collection and hauling design, operations, technologies, and best management practices.
Knowledge of the concepts related to integrated solid waste management, including waste reduction and diversion programs, natural resource conservation, and conventional recycling methods.
Principles and practices of program development and administration. Customer service principles and problem resolution techniques.
Occupational hazards and standard industry safety precautions. English usage, spelling, grammar, and punctuation.
Modern office technology and equipment, including computers and related software applications. Applicable tools and equipment operations.
Regulatory and legal documentation pertaining to integrated solid waste management systems and waste reduction and diversion programs.
Applicable Federal, State, and local codes, laws, and regulations.
Ability to:
Oversee, direct, and coordinate the work of assigned staff.

Manage, plan and implement projects and programs.

Experience and Training Guidelines
Minimum Requirements:
Experience:
Four (4) years of increasing responsible solid waste management and waste reduction and recycling program experience, including two (2) years of supervisory experience and responsibility.
Training:
Bachelor's Degree from an accredited institution with course work in business administration, environmental sciences, or a related field.
Other combinations of experience and education that meet the minimum requirements.
License or Certificate
Possession of, or the ability to obtain, a valid Colorado driver’s license.
