DEFINITION

Promote and enforce compliance codes, parking rules and regulations; issue parking citations for violations; testify in court in support of citations issued; patrol parks, streets, trails, and facilities to ensure compliance with codes, parking rules and regulations; provide information and assistance to the public and act as an ambassador for the City and Police Department; respond to citizen complaints and resolve minor conflicts. 

 

JOB CLASSIFICATION

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from assigned Police Sergeant.

 

PRIMARY DUTIES --The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

1.  Promote and enforce compliance with City codes, parking rules and regulations; issue citations for parking violations and testify in court in support of citations issued.

 

2.  Patrol parks, streets, trails, and facilities to ensure compliance with codes, parking rules and regulations; observe and report hazardous conditions such as missing, illegible, or incorrect signs and unknown construction areas.  

 

3.  Provide information to the public regarding parking regulations, locations of streets, buildings, and points of interest; interpret and communicate rules and regulations to the public; perform public relations functions as assigned.  

 

4.  Serve as an ambassador for the City and Police Department; respond to citizen complaints and resolve minor conflicts with tact and diplomacy; provide resources and assistance to the public.

 

5.  Within departmental and legal constraints deter criminal and other undesirable activity, radio police when enforcement is beyond scope of authority or as needed.  

 

6.  Conduct visual checks throughout assigned areas for safety problems, assist with maintenance checks on parking meters and maintain a variety of inspection and maintenance records; report damaged or malfunctioning meters.

 

7.  Coordinate vendors to boot and tow vehicles; assist in traffic control at various parks and other events. 

 

8.  Perform safety and maintenance inspection on assigned transportation; maintain cleanliness of vehicle and other equipment used through the course of work. 

 

9.  Patrol trails, parks, and metered parking areas throughout the day by foot, vehicle, side by side, bicycle or E-bike; monitor trails, parks, and metered parking areas for resource damage; support enforcement of municipal code during special events.

 

10.  Perform other duties of a similar nature or level.

 

QUALIFICATIONS

Knowledge of:

Operations, services, and activities of a municipal public parking program.
Operational characteristics of parking meters and related components.
Safe work methods including safe driving principles and practices.
General mathematics including addition, subtraction, division, and multiplication.
Principles and practices of record keeping.
Modern office technology and equipment, including computers and related software applications.
Applicable tools and equipment operations.
Applicable Federal, State, and local codes, laws and regulations.
 
Ability to:

 

Handle high stress and emergency situations involving citizens and animals.
Understand and follow oral and written instructions.
Exercise judgement and independent decision making.
Establish and maintain accurate records, logs and files.
Operate and use modern office equipment including computer and various software applications.

Ride an E-bike or bicycle.

Speak, read, comprehend, and write the English language fluently.

 

Experience and Training Guidelines
Minimum Requirements:
 
 Experience:

One (1) year of increasingly responsible parking or code compliance experience or related field. 

 Training:

High School Diploma or G.E.D.

 

Other combinations of experience and education that meet the minimum requirements may be substituted.
 

License or Certificate
Possession of, or ability to obtain, a valid Colorado driver’s license.

Intermediate Work: Exerting up to 75 pounds of force occasionally, and/or up to 40 pounds of force frequently, and/or up to 15 pounds of force constantly to move objects.

 

The following physical activities are very or extremely important in accomplishing the job’s purpose and are performed on a daily basis: 

 

Position requires hearing, talking, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The need to lift, carry and push tools, equipment and supplies weighing 25-75 pounds is also required. This outdoor position works in all weather conditions. Materials and chemicals used may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the employee to climb ladders, use power and noise producing tools and equipment, and drive motorized vehicles. The nature of the work may require exposure to heavy vehicle traffic conditions with constant interruptions.
