DEFINITION

 

Lead, oversee and participate in the more complex and difficult work of staff responsible for the identification and locating of underground utility lines such as gas, water, sewer, storm drain, irrigation, fiber, electric traffic signals and loops for construction projects; respond to and investigate water emergencies; and test, install, replace, and repair water meters for accuracy, flow rates and pressure changes.

Receives direction from Utilities Maintenance Supervisor.

 

Exercises lead supervision over assigned utility locator staff.

 

 

PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

 

1.  Perform lead worker functions of staff including assigning and reviewing daily work, providing input into performance evaluation, training other employees, and acting as a resource to other staff.

 

2.  Identify and locate all underground utility lines for construction projects including water and sewer mains; locate gas, electrical and telephone lines as required; locate services in emergency situations as needed.

 

3.  Read, interpret, and update water distribution and wastewater collection maps based on underground services located; maintain records and prepare reports; input and recall data in appropriate computer system.

 

4.  Communicate effectively with contractors, construction staff, plumbers and the public regarding concerns related to area of assignment.

 

5.  Read water meters and record consumption and pressure ranges; test, disassemble, clean, repair and calibrate commercial and residential water meters; clean, repair and replace worn or faulty parts.

 

6.  Respond to requests and inquiries from the public regarding water meter repairs and testing functions, quality of water received and various other water distribution concerns.

 

7.  Detect potential cross-connection hazards and report them to appropriate staff.

 

8.  Respond to and investigate water emergencies reported by the public, utility crews or dispatchers; correct cause of emergency on site or call for help as needed.

 

9.  Respond to requests from contractors, plumbers, and the public to turn water mains on or off for repairs, installations, or delinquent water accounts; repair valves and stops as needed.

 

10.  Participate in the installation, maintenance and reconstruction of water distribution and wastewater collection systems.

 

11.  Maintain a variety of records and prepare reports; input and recall information using appropriate computer hardware and software.

 

12.  Perform work in on-call and emergency situations; serve on a 24-hour standby basis as required.

 

QUALIFICATIONS

 

Knowledge of:

 

Lead worker concepts and practices, including training and scheduling of staff.

Methods and techniques used in the identification and location of underground utility services.

Principles and practices of water meter reading, installation, and repair.

The City's current underground water distribution and wastewater collection system.

Methods and techniques of customer service.

Operations, services, and activities of assigned public works maintenance program.

Methods, techniques, materials, equipment, and tools used in the installation, maintenance, and reconstruction of public works facilities, equipment, and systems in area of assignment.

Occupational hazards and standard safety practices.

Pertinent Federal, State, and local codes, laws, and regulations.

 

Ability to:

 

Lead, monitor, train and review staff and technical work.

Identify and locate underground water and wastewater utility lines for construction projects.

Read, interpret, and update water distribution and wastewater collection maps.

Perform semi-skilled maintenance, construction, and repair work in the area of work assigned.

Use and operate hand tools, power tools and equipment required for the work in a safe and efficient manner.

Respond to requests and inquiries from the public.

Work irregular hours in emergency situations.

Understand and follow oral and written instructions.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Speak, read, comprehend, and write the English language fluently.

 

 

Experience and Training Guidelines

Minimum Requirements:

 

 Experience:

 

 Three years of increasingly responsible utility works maintenance experience including experience in performing underground utility location functions.

 

 

 

 

 Training:

 

 High School diploma or G.E.D with additional specialized training in construction, utility location or a related field is desirable.

 

Other combinations of experience and education that meet the minimum requirements may be substituted.

 

License or Certificate

 

Possession of, or ability to obtain within 90 days of hire, a valid Colorado Class “B” Commercial driver’s license.

 

Possession of, or ability to obtain Collections and Distributions IV certifications.

 

Some assignments in this classification may require specialty certifications related to the area of assignment.

 

Possession of, or ability to obtain, the City of Grand Junction Leadership Track certification within two (2) years of appointment.

While performing the duties of this job, the employee is regularly required to sit, stand, walk, stoop, climb, crawl, talk, hear, see and demonstrate manual dexterity. Materials and chemicals may expose the employee to fumes, dust and air contaminants. The employee regularly works in outside weather conditions, near moving mechanical parts. The employee is frequently exposed to wet or humid conditions and vibration. Job may require work in confined spaces. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment. The employee is also required to perform light lifting.
