DEFINITION
Oversee and ensure compliance with industrial wastewater and water quality programs by inspecting Significant Industrial Users (SIUs) and non-domestic wastewater sources; manage permits, conduct field surveys, and analyze water quality data; investigate compliance issues, enforce regulations, and provide technical assistance to businesses and industries on applicable local, state, and federal guidelines.

SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Environmental Compliance and Sustainability Manager.
PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.
1. Conduct inspections, sampling, and compliance assessments for Significant Industrial Users (SIUs); manage SIU permits, applications, renewals, reporting and enforcement actions.
2. Oversee compliance policies to include industrial waste surveys, inspections and compliance for new and existing businesses.
3. Inspect non-domestic sources of wastewater to determine compliance with applicable ordinances, laws, regulations, and discharge permits; review applications and reports; document findings; address concerns, develop solutions, and implement long-term improvements.
4. Administer waste hauler permits, evaluate applications, maintain communication with haulers; monitor disposal sites, assist with rate evaluations, and facilitate billing coordination.
5. Interpret, explain and apply applicable local, state, and federal regulations and guidelines governing industrial waste discharges and monitor and report requirements; monitor regulatory updates and implement required changes; assist with audit preparations and corrective actions.
6. Review septic waiver applications and evaluate site-specific factors to determine eligibility; coordinate with Planning, Engineering, Mesa County, and other stakeholders to resolve unique cases; compile supporting documentation and provide recommendations for approval.
7. Coordinate monthly water quality sampling events and manage laboratory and field personnel schedules; oversee data submission to regulatory portals; aggregate and analyze water quality data to identify trends and provide data; collaborate with stakeholders to develop Preliminary Effluent Limits (PELs) and treatment of optimal effluent quality.
8. Partner with regional stakeholders to improve water quality along the river corridor; support beneficial use initiatives and the development of educational programs and materials to increase community awareness of water quality issues.
9. Maintain compliance with RIN credit registration, reporting, and sales, working with engineering firms for attestations and reviews; support the operations of fueling facilities, ensuring RIN separation and optimizing credit volume; develop strategies for expanding the biogas program to include methane and carbon credit markets.
10. Lead projects to enhance programs; explore and implement alternative technologies; support updates to documentation, ordinances, program efficiencies, and reporting systems; contribute to outreach initiatives; evaluate additional byproducts (e.g., grease, screenings) for potential resource recovery or sustainable disposal.
11. Perform other duties of a similar nature or level.

Experience and Training Guidelines
Minimum Requirements:
Experience:
One (1) year of experience in wastewater, water treatment, natural or environmental science, biology, or related field.
Training:
Bachelor’s degree from an accredited college or university with major course work in biology, chemistry, environmental engineering or related field.
Other combinations of experience and education that meet the minimum requirements may be substituted.
License or Certificate
Possession of, or ability to obtain, a valid Colorado driver’s license.

Position requires hearing, talking, sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement. Materials and chemicals may expose the employee to fumes, dust and air contaminants. The employee is required to stay calm during stressful situations. The employee is also required to perform light lifting.
