DEFINITION
Supervise, assign, review, and participate in maintenance activities and operations of the area of assignment; ensure work quality and adherence to established policies and procedures; perform the more technical and complex tasks relative to assigned area of responsibility.

SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Wastewater Services Manager.
Exercises direct supervision over assigned areas and staff.
PRIMARY DUTIES -- The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.
1. Plan, prioritize, assign, supervise, and review the work of assigned staff; participate in the selection of assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
2. Participate in the development and implementation of goals, objectives, and service standards for the maintenance team; monitor and report key performance indicators of workgroup performance; ensure safety programs, policies, and procedures are understood and followed by staff.
3. Inspect the work of crews in progress and upon completion; provide advice and assistance to crew members; ensure maintenance and construction procedures are completed in a satisfactory and thorough manner and in compliance with City, departmental and safety policies, and procedures.
4. Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
5. Participate in the development and administration of the department’s annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments; participate in project meetings, workshops, and conduct design submittal reviews on behalf of the maintenance team.
6. Plan, coordinate and orchestrate maintenance resources to complete the technical activities associated with daily maintenance activities, review machinery, system, and equipment capability for process design and capital projects; coordinate and oversee the work of outside contractors for specialized repairs, modifications, and workload management.
7. Supervise the maintenance of time, material and equipment use records; track and analyze data related to the evaluation of performance, cost, and service levels; maintain and update records; generate reports related to department work.
8. Participate in the full range of operations, maintenance, repair, construction duties, and perform the most difficult duties assigned to the work unit.
9. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of water infrastructure maintenance.
10. Perform other duties of a similar nature or level.
QUALIFICATIONS
Knowledge of:
Principles of supervision and training.
Distribution and collection systems.
Rules and regulations for conducting utility locates as well as ability to operate equipment used.
Cross-connection control program.
Mechanics, pipefitting, hydraulics, pneumatic, electricity, electronics, and the tools/instruments used in such maintenance and repair work.
Principles of asset management.
Principles of budget preparation and administration.
Operations, services, and activities of a maintenance program.
Principles, methods, materials, and tools employed in the repair and maintenance of pumps, motors, valves, and related equipment.
Industrial machinery, equipment, and processes.

Regulatory application and operating requirements.
Modern office technology and equipment, including computers and related software applications.

Experience and Training Guidelines
Minimum Requirements:
Experience:
Four (4) years of utility maintenance and repair experience in a commercial or industrial setting including one (1) year of administrative or lead supervisory responsibility.
Training:
High School Diploma or G.E.D. supplemented by specialized training in the areas of mechanical equipment maintenance and repair or related field.
Other combinations of experience and education that meet the minimum requirements may be substituted.
License or Certificate
Possession of, or ability to obtain within one (1) year from date of hire, Collections and Distribution IV Certificate issued by the State of Colorado.
Possession of, or ability to obtain, a valid Colorado driver’s license.

While performing the duties of this job, the employee is required to see, hear, sit, stand, walk, kneel, squat, stoop, repeatedly twist the upper body, and push or drag objects. Job may require work in confined spaces. The nature of the work also requires the incumbent to climb ladders and use power and noise producing tools and equipment.
