DEFINITION

 

Provide leadership and strategic direction for the City’s financial operations, ensuring fiscal sustainability and compliance with all applicable laws and regulations; oversee financial planning, budgeting, accounting, treasury management, and internal controls; act as the primary financial advisor to the City Manager and City Council; provide strategic financial guidance and analysis to support decision-making; direct and manage assigned departments and functions; coordinate assigned activities with other City departments, divisions, and outside agencies; provide highly responsible and complex administrative support to the City Manager.

SUPERVISION RECEIVED AND EXERCISED

 

Receives direction from the City Manager.

 

Exercises direct supervision of the Finance, IT, and General Services Departments and assigned staff.

 

PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

 

1.  Direct and oversee all financial activities of the City, including budgeting, accounting, financial reporting, cash flow management, debt service, investments, internal audits, and financial planning. Ensure compliance with all applicable laws, regulations, and financial best practices.

 

2.  Lead the development and execution of the City's long-range financial plans, annual budget, and revenue projections; oversee financial forecasting and recommend strategies to maintain fiscal sustainability and operational efficiency.

 

3.  Coordinate with the City Manager and executive leadership to align financial strategies with organizational priorities; provide financial recommendations to support decision-making and resource allocation.

 

4.  Oversee assigned departments and functions, ensuring effective service delivery and operational efficiency; assess workload, internal structures, and reporting relationships, and implement process improvements where needed.

 

5.  Select, train, motivate, and evaluate personnel within assigned departments; foster a high-performing culture by providing professional development, establishing performance expectations, and implementing accountability measures.

 

6.  Establish and maintain strong internal controls in alignment with generally accepted accounting principles (GAAP) and governmental accounting standards; ensure audit compliance and financial integrity across all operations.

 

7.  Evaluate, develop, and implement financial systems and software applications to improve financial management, reporting, and data accuracy; oversee modernization initiatives to enhance efficiency and transparency.

 

8.  Serve as the primary financial advisor to the City Manager and City Council; present financial reports, policy recommendations, and budget updates; represent the City in intergovernmental affairs, negotiations, and public meetings

 

9.  Develop and implement projection methods for the City's primary revenue sources. Monitor economic trends, assess financial risks, and propose strategies to enhance revenue stability.

 

10.  Develop the financial reporting system; prepare various financial reports and statements as requested; direct the preparations of the financial reports as required by law; provide financial support and assistance to City Departments.

 

11.  Represent the Finance Department to other City departments and divisions, elected officials, and outside agencies and organizations; attend City Council Workshops and Meetings.

 

12.  Perform other duties as assigned.

Experience and Training Guidelines

Minimum Requirements:

 

 Experience:

 

 Ten (10) years of increasingly responsible governmental finance, accounting, budgeting, or related field, including five (5) years of management responsibility.

 

 Training:

 

 Bachelor’s degree from an accredited college or university with major course work in accounting, finance, business or public administration or related field.

 

Other combinations of experience and education that meet the minimum requirements may be substituted.

 

License or Certificate:

 

Possession of, or ability to obtain a valid Colorado Driver’s license.
