DEFINITION
Perform data collection, analysis, and system development to support the planning, implementation, and performance optimization; develop and manage tools and data strategies that enhance internal tracking, regulatory compliance, market analysis, performance reporting, and sustainability metrics; collaborate across departments to provide actionable insights and support data-informed decision-making; evaluate and improve data processes to support accurate reporting, operational efficiency, and effective program management related to department operations, and perform other duties as assigned.

SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from higher level management or supervisory staff.
PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.
1. Develop and manage centralized data systems to support program tracking, project oversight, and task coordination across department operations.
2. Design and optimize tools for monitoring performance metrics, customer participation, and operational metrics to support data-driven decision-making.
3. Conduct cross-functional data analysis to improve service delivery, increase program efficiency, and financial performance goals.
4. Collect and analyze data related to program activities, service outcomes, and operational processes.
5. Track market conditions, identify pricing trends, and recommend optimal sales strategies for available products or services.
6. Develop and maintain dashboards and reports for internal stakeholders regarding program performance, customer patterns and market intelligence.
7. Support the implementation and evaluation of initiative across divisions, including audit and pilot programs related to service optimization.
8. Evaluate the performance of existing programs; identify areas for improvement and recommend policy or operational changes.
9. Provide technical and analytical support for grants, compliance reports, and strategic plans.
10. Collaborate with procurement, operations, and external vendors to optimize contracts and data reporting systems.
11. Stay informed on legislation, policies, and industry trends impacting service delivery, recycling markets and sustainability metrics.
12. Conduct research on new technologies, best practices, and innovations relevant to department operations.
13. Perform other duties of a similar nature or level.
QUALIFICATIONS
Knowledge of:
Principles and practices of data management, analytics, and performance reporting.
Industry trends, including market pricing and strategies to improve efficiency and outcomes.
Modern office technology and equipment, including computers and related software applications.
Industry practices, including integrated management approaches, resource conservation principles, and conventional operational methods.
English usage, spelling, grammar, and punctuation.
Customer service principles and problem resolution techniques.
Principles and practices of record keeping.
Applicable Federal, State, and local codes, laws, and regulations.
Ability to:
Interpret complex rules, regulations, scientific information, and data.
Collect, analyze, and interpret complex data sets; develop reports and insights that inform decision-making.
Perform basic math computations such as calculating and converting cubic yards, tonnages, gallons, etc., and determining correct charges with rounding.
Respond to requests and inquiries from the public and City employees.
Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
Establish and maintain accurate records, logs, and files.
Interpret and apply Federal, State, and local policies, laws, and regulations.
Operate and use modern office equipment including computer and various software applications.

Experience and Training Guidelines
Minimum Requirements:
Experience:
Three (3) years of progressively responsible experience in data analysis, preferably in a professional or technical setting.
Training:
Two (2) year technical degree in data analysis, public administration, or a related field.
Other combinations of experience and education that meet the minimum requirements may be substituted.
License or Certificate
Possession of, or ability to obtain, a valid Colorado driver’s license.
