 DEFINITION 

 

Manage, supervise and coordinate the activities and operations of the Fleet Division; provide leadership and support to fleet staff; prepare and manage line-item budget, computerized fleet management tracking system and the lifecycle management of fleet equipment; ensure work quality and adherence to established policies, procedures, and federal requirements; provide highly responsible and administrative support to the General Services Director.

Receives direction from the General Services Director. 

 

Exercises direct supervision over assigned automotive and equipment maintenance staff. 

 

 

PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification.  Other related duties and responsibilities may be assigned. 

 

1.  Manage, plan, prioritize, assign, supervise, and review the work of assigned staff; participate in the selection of assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures. 

 

2.  Coordinate and manage workflow process; inspect the work of staff in progress and upon completion; ensure maintenance and repair procedures are completed in a satisfactory and thorough manner and in compliance with City, departmental and safety policies and procedures; assign work orders, audit and close repair orders to support continuity of operations; ensure applicable Federal, State, and local laws, rules, regulations, and policies are in compliance. 

 

3.  Track and analyze data related to the evaluation of performance, cost and service levels; oversee the maintenance of time, material and equipment use records; evaluate utilization of fleet and provide recommendations in relation to mix and density of vehicles and equipment; track vehicle cost, usage and condition. 

 

4.  Plan, coordinate, implement and review user departments to determine vehicle and equipment needs and review prepared vehicle specifications; prepare vehicle and equipment specifications and review specifications prepared by others; recommend bid award based on compliance and costs; direct the vehicle licensing procedure and manage fuel card program. 

 

5.  Oversee and participate in the development and implementation of goals, objectives, policies, procedures and priorities for assigned programs; recommends and initiates improvements and modifications.   

 

6.  Develop and administer the Fleet Division’s annual budget; forecast funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments. 

 

7.  Manage the City's vehicle and equipment acquisition and disposal process; recommend vehicles and equipment for replacement or retention; direct the mechanical review of equipment scheduled for replacement; determine if replacement vehicles will be traded or sold by the City. 

 

8.  Manage the parts room operations; determine and approve appropriate stock levels; issue and process warranty claims as needed. 

 

9.  Prepare and maintain a variety of records and logs; create and verify accuracy of monthly direct billing, create invoice requests for external customers; enter billing journals into finance system for internal customers. 

 

10.  Participate in the development and review of memorandums of understanding for maintenance agreements with outside agencies. 

 

11.  Perform other duties of a similar nature or level. 

 

 

QUALIFICATIONS 

 

Knowledge of: 

 

Principles of supervision and training. 

Principles of budget preparation and administration. 

Operations, services and activities of a comprehensive fleet maintenance, service and repair program. 

Procedures, methods, practices, materials and equipment common to fleet maintenance, service and repair functions. 

Types and level of maintenance and repair activities typically performed in a fleet maintenance program. 

Principles used in vehicle life cycle costing and replacement projections. 

Operations of automotive systems, including computers and diesel and gas engines. 

Principles and practices of record keeping. 

English usage, spelling, grammar and punctuation. 

Modern office technology and equipment, including computers and related software applications. 

Applicable tools and equipment operations. 

Applicable Federal, State and local codes, laws and regulations. 

Technical aspects of vehicle specification, design, construction, and operation

Experience and Training Guidelines 

Minimum Requirements: 

 

Experience: 

 

Five (5) years of experience in the maintenance and repair of the full range of municipal vehicles and equipment including three years of administrative or lead supervisory responsibility. 

 

Training: 

   

   Associates degree.; supplemented by specialized training in automotive and heavy equipment repair, automotive technology, or a related field. 

 

Other combinations of experience and education that meet the minimum requirements may be substituted.  

 

License or Certificate 

 

Possession of, or ability to obtain, City of Grand Junction Leadership Track certification within two (2) years of appointment.
